6 (III) Financial Recovery Programs a.“Bank Holiday”: FDR wants to restore confidence 1.Emergency Banking Relief Act: only banks that were financially stable could reopen 2.Glass-Steagall Act: regulated banks and established the Federal Deposit Insurance Corporation (FDIC) which insured bank deposits (at the time up to $2,500, now $250,000) 3.Securities and Exchange Act (SEC) regulate stock market and stop speculation 4.Homeowners Loan Corporation: low interest refinancing to prevent foreclosures 5.Farm Credit Admin: low interest loans to farmers
