Open Dumping was stopped during – PMC had no option but to explore alternatives for processing & disposal of MSW. Organic MSW is putrescible in nature and need immediate treatment to avoid any adverse implications on human being & environment. Basic Philosophy behind setting up Decentralised Biomethanation plant is To Treat & Dispose off Segregated Organic Wet Wastes in a decentralized manner. Reduction in transportation Rs per ton of waste, approximately Rs lakhs annually. Increase effective life of Sanitary Landfill.

15 PMC’s Achievements In Waste-to-Energy
25 Decentralized Biomethanation Plants installed on EPC Contract. @ 250 Nos. Biomethanation plants at Housing Society levels. 300 TPD (1st Phase) Pyrolysis Technology based Waste-to-Energy Plant on DBOOT – By ROCHEM 300 TPD Biomethanation plant with Bio-CNG is under commissioning on BOOT basis. Another 600 TPD Biomethanation plant is sanctioned on BOOT basis. Expected to commission in Capping of existing landfill site along with power generation in progress.

16 4/28/2017 Areas of Concern Approach – Waste-to-Energy is an Integral part of SWM – can not be implemented in isolation. Awareness - Limited knowledge about Biomethanation Not a priority area – always neglected while budgeting Prerequisite Requirements - Segregation of Wet wastes at source and separate transportation facility for segregated wet wastes. Securing funds for O&M on annual basis. ‘Economics ‘ overpower ‘Necessity’ Economics depends on effective utilization of by-products. Treatment of leachate is always an issue for debate – No concrete guidelines

17 Some Suggestions Registration of Technology Providers with SNA/MNRE is must – to keep the hold on Technology Suppliers. CFA conditions should be user friendly and based on the practical outputs / results rather than academic figures. There must be a common ‘Scope-of-Work’ to be defined, to bring project cost competitive & bring Technology Suppliers at common platform. Since, ‘Waste-to-Energy’ offers duel benefit – Renewable Energy Generation and Pollution Abetment – Tax (5% VAT) exemptions will help to bring down the costs as well as to reach maximum clients. Allow Thermal application eligible for subsidy Since it is Green Energy Projects - SPCB’s approval may be waved off.
