13 Consolidate the ASCA work, ensuring a constant and direct participation of the MC in the regional meetings scheduled. Strengthen and support the Permanent National Commissions, institutionalized mechanisms of social participation in the Organization. 15 Mandate awarded to ACTO in the XII Meeting of Ministers of Foreign Affairs, in Coca, Ecuador - RES/XII MRE-OTCA/05 Convene a meeting, as a initial activity, for the analysis and development of several concepts, such as “Food Sovereignty” and its relation to food security and the right to food. 21 FOOD SECURITY AND SOVEREIGNTY – FOOD AND AGRICULTURAL ORGANIZATION OF THE UNITED NATIONS (FAO) In 13-15 May 2013 FAO promoted the International Conference on Forests for Food Security and Nutrition, in Rome - Italy. More than 400 participants attended the conference, comprising experts from governments, civil-society organizations, indigenous and other local communities, donors and international organizations in more than 100 countries. According to the FAO: “Food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life”.

22 THE RIGHT TO ADEQUATE FOOD The right to adequate food is realized when every man, woman and child, alone or in community with others, has physical and economic Access at all times, to adequate food or means for it procurement. (1) (1) Committee on Economic, Social and Cultural Rights of Bolivia

23 UNASUR incorporated the theme Food Security and of Food Sovereignty to their agenda and workplan. Specific Objectives: “Identify critical social health determinants and promote intersectoral policies and actions on the theme, such as food security, healthy environment, climate change and others.” Meanwhile, the South American Council for Social Development created the thematic working group on Food Security and Fight Against Hunger and Malnutrition, which, to date, has been developing, among others, the concept of food sovereignty.
