2 Why M&E? To measure progress toward achieving the objectives of the IABIN-GEF Project To make adjustments as needed To measure if IABIN has had an impact

3 Background 1. The Project Implementation Plan (PIP) contains Annex 1 with 21 indicators 2. The World Bank during its First Evaluation Mission on January, 2005 requested a review of Annex 1 3. The OAS made a presentation on Annex 1 at the 4th Council Meeting

4 Background An Ad hoc committee was formed at the 4th Council Meeting to review the indicators, and it come up with 30 additional indicators. 5 Background 7. A document was prepared and presented to the WB at the Second Evaluation Mission in August 2005. 8. WB said it was a good first step and requested the Secretariat continue to work on a M&E Methodology 9. A methodology was developed and presented at the First IEC Meeting in June, 2006. The IEC requested a fine tunning of the methodology. A task force was formed for this.

6 Background 11. The M&E Methodology was reviewed by the WB in November and December, 2006 12. The revised document was sent to Focal Points and Coordinating Institutions of the Thematic Networks at the end of December, 2006 for their review and comments 13. The final M&E Methodology was ready to be implemented in March, 2007. The first step will be to measure the baseline Will be reported in the 5th Semester Report
