7. www.iclei-europe.org Relevance of co-creation in urban adaptation A “City” is a complex set of interacting subsystems or their elements (Batty, 2009) Adaptation and resilience do not take place in isolation but influence and are influenced by other ongoing activities (EEA, 2012). There are barriers that separate the climate risks from adaptation planning cycles (EEA, 2012). Urban adaptation planning: The process of making adaptation and resilience decisions is actively shaped and influenced by stakeholder networks and multi- governance frameworks. Sustainable urban transformation requires a composite, multi- dimensional approach (EEA, 2012). Co-creation : Involving a range of stakeholders in the adaptation planning process can support the development of collaborative outputs that benefit from a diversity of knowledge, experience and perspectives.
