Urban areas are home to 72% of the European population, cover 4% of the EU’s territory and are the origin of 85% of the EU’s GDP. Efficient transport is vital for economic growth and employment in urban areas. Urban areas face particular challenges in making transport sustainable. Urban mobility is of growing concern to citizens. Urban mobility is a central component of long- distance transport

Urban transport is integral part of Common Transport Policy (EC Treaty Art. 70-80). EU policy objectives are achievable only by including urban mobility. Replication of EU funded projects optimises use of Community funds and helps local policy. Single Market is supported by compatible rules, schemes and technologies. Efficiency of European transport system is ensured by integration, interoperability, interconnection

Action 1:Accelerating the take-up of sustainable urban mobility plans Guidance material, best practice exchange, training for professionals Longer term: incentives? recommendations?. Action 2: Sustainable urban mobility and regional policy Information on funding and state aid. Action 3: Transport for healthy urban environments Support for development of partnerships Synergies between health and transport policy

Action 4: Platform on Passenger rights in urban public transport Dialogue with stakeholders: voluntary commitments; link to passenger rights in coach and bus services. Action 5: Improving accessibility for persons with reduced mobility Include urban mobility in EU Disability Strategy Targeted activities under FP7. Action 6: Improving travel information Facilitate dissemination of travel information Support development of multimodal journey planners

Action 7:Access to green zones Study on the different access rules for the different types of green zones Facilitate exchange of good practices. Action 8: Campaigns on sustainable mobility behaviour Maintain support for campaigns at all levels, including for European Mobility Week. Action 9: Energy-efficient driving as part of driving education Discuss with Member States inclusion of energy- efficient driving in driving tests for private drivers

Action 12: Study on urban aspects of the internalisation of external costs Effectiveness and efficiency of pricing schemes. Action 13: Information exchange on urban pricing schemes Input to work on internalisation of external costs
