1 AASHTO Transportation Safety Information Management System (TSIMS) Project Overview TSIMS Today Presented by: MB Leaf AASHTO TSIMS Project Manager

2 AASHTO Joint Development Program Sponsored on behalf of member organizations and other public-sector partners. Enables states to: –Pool their limited resources –Work cooperatively to develop complex software solutions that solve common problems at a fraction of the cost of in-house development. Successfully providing software solutions to state transportation needs for over 20 years.

3 AASHTO Joint Development Program – 2 Benefits: –Significant Cost Savings –Best Practices Approach –Software Developed By Users, For Users –Sustainable Software Products Current AASHTOWare products: –Trns*port (12 components) –BRIDGEWare (Pontis, Virtis, Opis) –ROADWare (IGrds, DARWin, SDMS)

4 When Last We Spoke… Phase 2 proposal was not successful Revised project proposal strategy devised and funded No longer a “soup-to-nuts” system However, all agree that Functionality Proposed in the Original TSIMS Project Proposal is Still Required to support Safety Analysis efforts Revised Project Proposal must: –Be Affordable –Less Complex –Provide Greater Cost Benefit –Address Functional Gaps We’re back!

5 The Problem Remains… Database A Database B Database C Database D Today’s Safety Information is Each represents Only a Part of the Picture Maintained in Multiple Independent Databases, Operated by Multiple State Agencies

6 The Answer… is still TSIMS! Database A Database B Database C Database D Enterprise Safety Data Platform The Enterprise Safety Data Platform that will give Safety Agencies The Complete Picture TSIMS Data Warehouse “We don’t need more data; we need to be able to do more with the data we already maintain.”

7 Revised TSIMS Approach TSIMS will: Provide an Enterprise Safety Data Platform –Integrating data currently maintained in separate databases –Supporting Multi-Disciplined Safety Analysis –Extending the value of existing safety data Supplement rather than replace existing systems –Leveraging investments in existing information systems –Easily integrating into current IT environments –Complementing other National Safety Programs National Model TraCS FHWA SafetyAnalyst

8 TSIMS will… Deliver value-added technologies –XML –Web Services Support the Safety Goals, Objectives, and Requirements defined in Re-authorization bills AASHTO Joint Development Program! …all for a fraction of the cost through the AASHTO Joint Development Program!

9 Core Components Basis for the Minimum State Funding Commitment: Data Warehouse XML Import Data Maintenance Utilities Analysis & Reporting tools

10 Optional Components A range of functionality NOT needed by All States (Additional Funding Commitments Required): Crash Locator Component LRS Translation Web Services Data Interfaces (Crash, Driver, Vehicle, Commercial Carrier, Injury & Roadway)

11 XML Enterprise Safety Data Platform TSIMS Data Warehouse Existing Crash Database Driver Vehicle Roadway EMS Others State Reporting High-Hazard Location Analysis External Interface Subsystem XML Data Translator Component Data Maint. & Admin.Module(s) Data Analysis & Reporting Subsystem Multi-Variable Road Segment Analysis Safety Project Monitor

12 Where TSIMS Fits

13 Current Status AASHTO Transportation Safety Commitment: –Resolving safety data analysis issues critical to significantly reducing the annual number of highway deaths –Continued support for an evolving proposal for a joint software development project to create a transportation safety information management system (TSIMS) Revised Phase 2 solicitation package on hold since September 2003 Transmittal pending completion of new transportation legislation House version contains $4M in designated supplemental federal support Potential for significant reduction in state’s voluntary contribution

14 Impact of Reauthorization Delays TSIMS Phase 2 Project Proposal AASHTO Special Committee On Joint Development Commitment 15 States @ $417.5k/State TEA-21 Federal Assistance & Minimum State Investment ?- OR- ? 2003 | 2004 : - - Now - - - - - - - Later - - - - - - - - - - - - - - - - - - ??? Re-authorization

15 Next Steps… AASHTOWare projects based solely on Member need Recognition of: –Impacts of the continuing reauthorization delays –Related budgetary constraints –Potential need for states to move on to other/more immediate solutions in the interim Web-based Survey Questionnaire on AASHTOWare web site
