5 Case for Change Waste Volumes Into Landfills Will Be Declining Customers are demanding alternatives to traditional disposal practices and sustainability programs have become a way of business.

6 Strategic View The fundamental premise of our strategy is not that the waste stream is going away, but that parts of it are being diverted to recover greater value from the materials that make up that stream. We need to get more of and more value from diverted materials.

7 77 Harvest “Closing the Loop” – Product Marketing 77 Harvest, using its CASP compost technology produces a high quality compost product Bagged compost product is a branded consumer product New branding and marketing strategy for bagged product will be launched in 2010 End result of branding strategy: extracting maximum economic value from organic waste Organic Waste Renewable Energy Quality Compost Branded Consumer Product

8 3 rd Party Facility 3rd Party Facility Utilization – in order to service customers on an immediate basis, WM will need to utilize current 3rd party organic disposal facilities until a long term WM solution can be developed.

9 3 rd Party Collection 3rd Party Collection Utilization – if WM cannot support a collection option to a market, the usage of 3rd party organic collection contractors may be utilized until a WM solution can be developed.

10 Collection Truck Utilization WM Collection Truck Utilization – The goal of the Go-to-market Strategy is to give the Area’s a menu of truck options that have been reviewed by WM Fleet and meet engineering, safety, compliance and design standards

11 Concerns The amount of weight of the material to be collected in a truck reaches maximum weight prior to volume being loaded. The potential environmental risk of a leaking load The weight lifted to be emptied into the truck Organics can weigh between 300 and 500 pounds per yard. Liquid content of collected material – 10% to 35% of weight/volume is possible Pre consumer organic material versus post consumer organic material –The difference is weight The container weight that an employee may have to move

12 Front Load Truck Utilization The Front Load Truck is our lowest cost collection option. Customers want to separate organics for collection but are still concerned about total cost to provide this service

13 Overcoming Current Design Limitations Tailgate seal will need to be upgraded to ensure liquid containment Blade design is needed to move volumes to back of body to balance the weight of the material. Are baffles required to stop movement Does a body need to dump ? – allow liquids to exit when discharging Desire is to create a retrofit for our current fleet

14 Container Options Plastic container options – maximize container to 4-6 yard, enables the overall weight to be reduced.

17 Rendering Style Truck Currently being utilized in NJ – 3 Basic design is to utilize toters – easily maneuvered by customers and employees Limits container size to a maximum of 2 yards – still in testing phase Current unit is hard mounted to chassis and is specific to organics collection WM Philadelphia is currently looking to implement a body on a rack design where the body is mounted to a roll-off frame and is loaded onto a roll-off truck for usage. This will allow flexibility of the truck and body and minimize capital investment.
