3. 21-06-0458-01-0000 Background A scenario was mentioned in 21-05-0385-00-0000-802_21- Tutorial.ppt that a handover may happen in result of low battery level of MS(Mobile Station). In another words, power- consumption information related to different media should be consided in handover decision-making for selecting target POA ralated to different media. Now we have a proposal for adding a media dependent link status information of power consumption,so that handover policy function can use this information for making handover decision in the aforementioned case. Also, this information can be used by the upper layer for other use.

4. 21-06-0458-01-0000 New link status information Define a new link status information in P802.21 7.4.6.2.4 Effect of receipt Upon receipt of the link status information, the upper layers make decisions and take actions.

5. 21-06-0458-01-0000 The MS may consume different power when it communicate through the network of different media. This information is related to the different media or the same media with different signal power. With the change of location, The MS need to alter it’s signal power ceaselessly, so that the power consumption by the current media in MS will be many different. In order to get the right LINK_POWER_CONSUMPTION_LEVEL information, MS should refresh this information according to the current signal power information. More explanation for POWER_CONSUME

6. 21-06-0458-01-0000 If power- consumption should be considered In the case of handover decision-making,the upper layer entity can use such commands as “MIH_Poll.request / MIH_Poll.response” get the link status information “LINK_POWER_CONSUMPTION_LEVEL”, which related to radio media. By the “LINK_POWER_CONSUMPTION_LEVEL”, information multimedia terminal can select a power- saving radio media for communication. How can upper layer use “LINK_POWER_CONSUME”.
