3 “ The chair would now set time for the preamble lobbying. The chair would like to remind delegates that each issue would have only one set of preamble.”

4 “Time for lobbying has elapsed. We will now start the open debate on the issue. First, the house will vote on which issue to address.”

5 In the SC, the resolutions will be debated clause by clause. Only one clause can be debated each time There will only be one final resolution to each issue, which is composed of clauses that are passed during the debate time.

6 The house will begin the debate directly without giving much time for delegates to write their clauses. If a delegate wishes to submit a clause, he/she should first send the clause to chair d before / during the debate.

Encourages member states’ national aviation authority to further strengthen their laws and regulations by: a) Redefining the criteria and standard of using military UAVs in wars and their regulations such as: i) regulations on future weapon capacity and development, ii) regulations on development of UAV automation,

9 Owned only by the P5 members. If any of the P5 members votes against a clause/ resolution, this clause/ resolution is failed immediately. Vetoing the resolution as a whole is not suggested.
