3 Mandate of the TEG Decision BC-10/3 on Indonesian-Swiss country-led initiative to improve the effectiveness of the Basel Convention 7 action areas identified, including Section B: Developing guidelines for environmentally sound management Technical Expert Group mandated to complete the development of a framework for the ESM of hazardous wastes and other wastes Group of 30 experts nominated by parties based on an equitable geographical representation of 5 regional groups of the UN; open to observers

4 Process to develop framework 2 meetings to date: Tokyo, Japan in April 2012; and Geneva in September/October 2012 Group has also worked intersessionally Third meeting: 21 to 23 January 2013, Glion sur Montreux (Switzerland) - 22 members and 15 observers registered *TEG to finalise draft framework for submission to COP-11 *Possible inclusion of proposed road map including actions to be undertaken following COP-11

5 Snapshot of current framework Introductory section: –Background –Rationale and identification of the problem –Purpose and objective –Guiding principles Element I: A common understanding of what ESM encompasses Element II: Tools to support and promote the implementation of ESM Element III: Strategies to overcome challenges in the implementation of ESM Annexes: supportive resource documents; examples of national programmes

6 COP 11: issues for consideration Draft framework to be made available in COP-11 working document shortly after TEG-3 COP-11 issues for consideration: –Possible adoption of the draft framework –Potential endorsement of roadmap of proposed future actions developed by TEG –Future role of TEG –Timeline of future work
