5. Rice production Rice is the main staple food in Malaysia. About 4 mil ha of rice in Peninsular Malaysia are irrigated and double cropped. About 50,000 ha in Sabah are fully irrigated, most of the 1.5 mil ha in Sarawak are rain fed and upland Malaysia is about 65% self sufficient in rice. Another 35% we import mainly from Thailand, Vietnam, China and Pakistan Malaysia are not exporting rice. All rice produced are for local used only

6. Current status on traceability of rice moisture meter in Malaysia  BERNAS has their own laboratory to maintaining the quality of rice during inspection and importing from other countries. However, they do not have a proper system and techniques that can be linked to the national traceability system in the country.  This laboratory is doing research mainly for the detection of pesticide, paddy breed & determination of rice moisture. Not doing calibration of moisture meter.

7.  Several rice mills and wholesalers were found that some rice moisture meters are not properly calibrated has been used in rice trading. However, some of them never been calibrated after purchased and do not traceable to the national standard. This will cause the infringement of the consumer protection policy  In Malaysia, the maximum moisture content is fixed at 14% but the method used by various rice miller are still questionable because no law has been enforce for accurate measurement.

8.  In Department of Agriculture, they calibrate the moisture meter by the oven method which they Referred to ISTA(International Seed Testing Association). In this method, the crush the sample and dry it in oven at temperature 160 0 C  1 0 C for 2 hours and leave the sample cool down for 45 minute before weighing.  The resistance type (KETT model) is commonly used  They calibrate the rice moisture meter twice a year Current status on traceability of rice moisture meter in Malaysia

9. Role of NML in traceability of rice moisture meter  Take the lead to establish the primary standard of rice moisture meter  The calibration of rice moisture meter is operated under the the chemistry section programme  The development of the national primary method for rice moisture meter will collaborated with other local authorities and government agency such as BERNAS, MARDI, MOA and etc

10. Recent progress Serial of discussions regarding calibration of rice moisture meter has been held involving private and government bodies which is related in this activities. NML-SIRIM has started the development of preparation standard reference of moisture for paddy and rice for the calibration of rice moisture meters.

12. Other country’s traceability system of RMM. Discussion with participants about the implementation of RMM legislation. To harmonise the implementation of existing standard in practiced with ASEAN countries. Expectation
