Child Care Updates

2015 Child Care Admin. Contract Closeout Have enough underspending to cover overspending, working on deob/reob process. DCF transfers balances across CORe lines and between agencies. Contract amendments via DocuSign. For regional consortia with approved fiscal plans (WREA, Northern and Great Rivers), will reallocate within the consortium before doing statewide reob/deob. DCF may reduce number of CORe lines for 2017.

Child Care Updates, cont. My WI Child Care (aka Parent Pay) for Payments Electronic transfer or EBT card payments to providers. WREA Consortium starts October 2016, statewide implementation in February 2017. Counties will no longer make payments to providers. All authorizations on enrollment basis for EBT. Federal CCDBG Reauthorization Annual eligibility period starting Fall 2016, no more SMRFs. Waiting on federal CCDBG regulations to finalize other policies.

Program Initiatives Child welfare state legislation – several new acts. o Prudent parenting standard for foster parents. o Human tracking victims must be served as CPS cases. o CPS assessment for children with disabilities; counties do plans. o SAFE home study for foster care licensing. o DHA appeals for Kinship Care benefits. New services for human trafficking victims; RFP for specialized group home provider. Additional funding for domestic abuse services. Working with DHS to encourage specialized group homes for mental heath crisis stabilization services to youth.

Child Welfare Updates, cont. Independent Living Services Implementing regional service delivery for youth age 18-21. Northeast and Western service areas started in 2016. RFP in process for Northwest, North Central and Southern service areas for 2017. Southeast and Milwaukee will implement in 2018. Once counties no longer receive IL funds, are no longer required to report match expenses.

Child Welfare Updates, cont. Post-Reunification Support Program Most counties are reporting PS program costs correctly. Most counties struggling with program service and casework reporting. PS program slot allocation depends on DCF negotiation with Federal DHHS on cap for WI Title IV-E waiver. Child Welfare Allocations for 2017 Children and Families Allocation will remain the same. o No foster care rate increase for 2017. o Out-of-home care extensions for IEP youth are fully funded. PSSF allocation will remain the same.

Juvenile Justice Updates

Juvenile Justice Allocations Youth Aids and Community Intervention Program funding transferred to DCF in 2016. DOC responsible for close-out of 2015 contracts. Allocations will remain the same for 2017. Juvenile Justice Services DCF formed Juvenile Justice Advisory Committee. DCF will form workgroups on policy, data reporting and training. Legislation on 17 year old first offenders will come back for the 2017 Legislature.

Sub-recipient Monitoring

Required under Federal OMB Uniform Guidance. o Fiscal and program monitoring o Risk assessment for subcontractors DCF cited by Legislative Audit Bureau; need to improve monitoring procedures. o Will clarify sub-recipient monitoring requirement in 2017 county contract. o DCF will start conducting fiscal reviews of counties; reviews done jointly by Finance Bureau and Bureau of Regional Operations.

CORe System Redesign

CORe fiscal reporting system update for 2017. New CORe will integrate with STAR fiscal system and DCF contract management system. New submission method – use web-based screen instead of spreadsheet submission via email. Same expense data and CORe expense lines. CORe will still be replacement based.

Client Fees

DHS 1 Administrative Rule DHS planning to repeal and recreate the administrative rule, but timeframe is uncertain. DCF will continue to require use of DHS 1 rule for child welfare services Use of DHS 1 rule is currently not required for juvenile justice services DCF conducted research on county fee changing practices in preparation for developing own administrative rule on client fees.
