2 How can young people with fewer opportunities better profit from the ERASMUS+: Youth in Action programme?

3 Inclusion and Diversity Strategy COM launched already in 2007 an Inclusion strategy According to statistics in the YiA programme 2007-2013 24 % of PAX were young people with fewer opportunities  December 2014 revised strategy – on Inclusion and Diversity In 2015 Creation of 3 strategic partnerships of the NA network – one is on Inclusion

4 Strategic Partnership of the NA network on Inclusion AIMS Strategic approach to engage more youth organisations to work with young people with fewer opportunities Reach out, motivate, train, support and follow up organizations that have the potential to go international with young people with fewer opportunities

Mapping and needs analysis of organizations Engaging and capacity building of organization working with inclusion target groups Offering space for partner finding and developing project ideas Supporting partnership building and networking for inclusion on all levels and across sectors mapping of the existing resources monitoring, DEOR of results of Strategic Partnership

6 Strategic Partnership of the NA network on Inclusion  target groups:  organizations experienced in inclusion of young people, but not experienced in international cooperation  organizations experienced in international youth work but not in inclusion  informal youth groups incl. young people with fewer opportunities  newcomers in YiA  stakeholders revolving around inclusion issues

7 Strategic Partnership of the NA network on Inclusion Based on this Austrian NA at the moment develops an Austrian Strategy: Inclusion and Diversity strategy of EC defined 7 inclusion target groups, Austria will focus on target group: Cultural Differences: immigrants, refugees or descendants from immigration or refugee families, young people belonging to a national or ethnic minority, young people with linguistic adaptation and cultural inclusion difficulties

8 Paris Declaration Violent extremism and terrorist attacks have shaken Europe over the past years and threatened the safety of European citizens and the fundamental values of freedom, democracy, equality, respect for the rule of law, human rights and dignity. In response to this on 17 March 2015 the European Education Ministers and Commissioner Navracsic adopted the Paris Declaration. The Declaration aims at promoting citizenship and the common values of freedom, tolerance and non- discrimination through education. In March 2016, one year after the adoption of the Paris Declaration on promoting citizenship and the common values of freedom, tolerance and non-discrimination through education the European Commission put a higher emphasis on the support to inclusive education. Already in November 2015 two expert groups were implemented focussing on education and training and on youth work.

9 Role of ERASMUS+: Youth in Action There is a danger of youth in Europe becoming victims of radical ideologies (radicalisation of Muslim Youth, radicalisation of right wing Anti muslim youth, left wing radicalisation). Youth work and YiA projects play an important role in combating this danger. There is a need of promotion of democratic values and intercultural understanding of young people in Europe. Among the refugees coming to Europe is a big number of children and youth, sometimes unaccompanied by parents or other relatives. Youth work and social work plays a big role by supporting these young refugees. Nevertheless, youth workers all over Europe need support and training to better deal with the situation. The value of youth work in this needs to be more recognized. Youth in Action stands for borderless learning mobility in Europe. Young refugees, migrants and asylum seekers have limits of free travel within Europe and are endangered to be excluded from the benefits of YiA. There is a need of promotion of the possibilities YiA offers in order to deal with the societal challenges and a need of making YiA an even more inclusive programme than it is today.

10 Inclusive ERASMUS+: Youth in Action How can E+: Youth in Action become a more inclusive programme, esp. When it comes to the target groups of newly arrived migrants, refugees and asylum seekers?: Accesability of the programme Creation of new formats Create possibilities on national level In case of migrants, refugees asylum seeker it is a question of free mobility
