4 The Case for Change: Traditional outlook Changing demography Concerns over social isolation Potential to use assets Appetite for joint working within council Few examples of cross authority working Need & Gaps:  Strong, recurring theme around providing residents with info & advice services  Commonly accepted that more should be done to develop prevention  PB’s & DP’s thought to have not significantly increased choice and control  A desire to have a better understanding of how adult social care works  Differing views on whether there were enough ‘real job’ opportunities available  Service users felt that more could be done to develop opportunities for day time activity  Scope to increase contribution of local businesses to work opportunities for disabled adults  Broad support for community orgs but little awareness of what exists (that is not contracted)

5 State of the Market (mapping exercise) High concentration of building based services such as, care homes Social care market in Havering has seen comparatively little innovation Havering council is not a monopoly commissioner Recent trend of new provision opening up in the borough (without ref to ASC) Council has adopted a largely conventional approach to commissioning Little talk of service users / carers pushing or challenging for greater choice & control Little evidence of businesses encouraged to set up shop There is a functioning PA market – largely controlled by service users

6 Market Relationships Survey to contracted providers Views on their relationship with the council Rated as broadly positive General worry around impact of council budget reductions Specific concern re homecare framework Some found it difficult to sustain staffing Ability to access council training was appreciated Communication from council is mostly to impart information Little evidence of providers self organising Providers reported a good general awareness of the Care Act

7 The Workforce 5,100 ASC jobs in Havering 86% are female 95% are British 65% are White British Turnover rate of 35.9% (B&D – 13.6%) Council have difficulties with supply & quality of workforce – persistent problem with recruitment & retention Social care not seen as a career Difficulties in attracting the right calibre of staff Mixed views among providers re retention of their staff
