1 Local Mental Health services and the National Service Framework

2 Launched in 1999, the NSF sets national standards, defines service models for local action; and has a series of national milestones to measure progress against performance targets. The NSF sets standards in five areas:  Standard 1 – Mental Health Promotion and the discrimination and social exclusion associated with Mental Health problems;  Standards 2 and 3 – primary care and access to services for anyone who may have a mental health problem;  Standards 4 and 5 – effective services for people with severe mental illness;  Standard 6 – relates to individuals who care for people with mental health problems;  Standard 7 – draws together the action necessary to achieve targets to reduce suicide. Introduction

3 Performance management South Tyneside Mental Health Local Implementation Team (LIT) have used an inclusive process with representation from the whole “Mental Health community”, including service users, carers, and the Voluntary sector; to prepare an assessment submission.

4 requirements for the Autumn Assessment are:  a review of progress against an updated self assessment framework/template for the 45 targets;  thematic review on : The functioning of the Local Implementation team (LIT)  an update on the Service and Financial mapping exercises undertaken October 2002.  The Strategic Health Authority has also requested that a "Locality Business Plan" be developed linked to the above Assessment

8 Areas of continued good practice Service and operational integration eg: CMHT’s; Outreach; Drug and Alcohol teams Partnership working/Joint planning. Continued development of a whole systems approach to mental health underpinned by the values and principles identified through consultation with key stakeholders. Work undertaken with regard to delivering the mental health minimum data set (MHMDS); and IT developments.

9 Development areas Crisis and Home Treatment service. Early Intervention in psychosis service. Transition protocols, ie: between Mental Health and Children’s, and Older People’s services. Health Act Flexibilities. Suicide prevention

10 Conclusion South Tyneside has shown continuous improvement over the last 4 years. Compares favourably with rest of the Northern Region. Local approaches are meeting National targets. Service users and carers being the centre of planning etc, pays dividends in developing high-quality services
