7 TEXAS’ FEDERAL SCIENCE AND ENGINEERING OBLIGATIONS ARE AT 5.2% OF NATIONAL SHARE, BELOW THE 6.5% GOAL Texas’ share has decreased, but the state receives substantially more in terms of total federal dollars: 1999: $835 Million 2012: $1,432 Million The 3 billion research and development expenditures target has been surpassed 2000: $1.6 Billion 2014: $3.9 Billion 7

8 TEXAS HIGHER EDUCATION HAS BEEN RECOGNIZED FOR EXCELLENCE All public institutions report excellent/recognized programs in the Accountability System Vernon College’s Surgical Technology Program nationally recognized; Richland College won Baldridge Award Public research universities recognized by CMUP* – UT-Austin tied for 1st in overall excellence (with 8 other institutions) – Texas A&M 7th, for resources & education – U of Houston moved up 16 places to 36th (tie) overall UT-Austin 30th, U.S. News global universities Several online programs recognized for excellence *Data from the Center for Measuring University Performance 2013 report. *Data from the Center for Measuring University Performance, 2013 Report

11 NEW METHODOLOGY FOR LIST OF HIGH SCHOOLS IS MORE BALANCED 2014 (HB 400 schools)Proposed for 2015 Low college-going rates for 2 consecutive years Lowest 10% Lowest 20% Statewide By Region Average of at least 26 graduates Average number of graduates based on type of school & area (rural or suburban/urban MSA*) *By Metropolitan Statistical Area as defined by the Federal Office of Management and Budget and used by the Census Bureau; non-MSA is rural, MSA is urban & suburban As per HB 2550, 83rd TX Legislature, THECB identifies high schools; new approach developed to address concerns voiced by institutions about HB 400 list
