Federal Accountability Federal Accountability In January 2015, the State Board of Education approved the following changes to California’s accountability system for Adequate Yearly Progress and Program Improvement purposes: Elementary and Intermediate Schools For 2015 only, Smarter Balanced scores will not count when it comes to determining “at or above proficient.” Successful AYP targets will be met by… 95.0% of a school eligible students completing their Smarter Balanced English-Language Arts and mathematics examinations.
