3 State Accountability State Accountability Both the Technical Design Group and the Public Accountability Act Advisory Committee have recommended to the State Board of Education that … The future State accountability system should have multiple measures rather than a single number like the API. [Approved by the State Board of Education] The new State accountability system should resume no earlier than the fall of 2016. [Approved by the State Board of Education] State accountability system for high schools should include SAT, AP, ACT, IB, A-G, and CTE. Other variables under consideration. 9 Federal Accountability Federal Accountability In January 2015, the State Board of Education approved the following changes to California’s accountability system for Adequate Yearly Progress and Program Improvement purposes: Elementary and Intermediate Schools For 2015 only, Smarter Balanced scores will not count when it comes to determining “at or above proficient.” Successful AYP targets will be met by… 95.0% of a school eligible students completing their Smarter Balanced English-Language Arts and mathematics examinations. This includes all numerically significant subgroups. 2013-2014 overall school level ADA at 90.0%* or higher. Title I schools that meet all 2015 and 2016 AYP targets will exit Program Improvement. * To be determined by the State Board of Education

10 Federal Accountability (Continued) Federal Accountability (Continued) High Schools Starting in 2015, Smarter Balanced 11 th grade English-Language Arts and mathematics test scores will be used rather than CAHSEE 10 th grade test scores. The CAHSEE graduation requirement remains the same. For 2015 only, 11 th grade Smarter Balanced scores will not count when it comes to determining “at or above proficient.” Successful AYP targets will be met by… 95.0% of a school’s 11 th graders completing both the Smarter Balanced English-Language Arts and mathematics examinations. This includes all numerically significant subgroups. Cohort Graduation Rates for the school and numerically significant subgroups.
