4. Background Federal Laws initiated from President Lyndon Baines Johnson to address poverty and education. Elementary and Secondary Education Act (ESEA) signed into law in 1965. No Child Left Behind, NCLB 2001 Every Student Succeeds Act, ESSA 2015 “Our aim is not only to relieve the symptoms of poverty, but to cure it and, above all, prevent it.” LBJ

ESEA The largest single program of Federal aid for Elementary and Secondary Education Title I-A: “To provide all children significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps.” Title I-C: “To ensure that migratory children receive full and appropriate opportunities to meet the same challenging academic challenges that all children are expected to meet.” Title I-D: “Prevention and Intervention programs for children and youth who are neglected, delinquent, or at-risk.” Title II-A: “Preparing, training and recruiting high-quality teachers, principals, or other school leaders.” Title III- “To help ensure that English learner students attain English proficiency to meet the same academic standards that all children are expected to meet. To assist teachers, principals and other school leaders…to develop and enhance their capacity to provide effective instructional programs.”
