2 Objectives and mission Organise operational coordination of fisheries control and inspection activities by MS. Assist MS to cooperate in complying with the CFP rules. Ensure effective and harmonised application of the CFP rules. Ensure a level playing field in Community fisheries. Combat IUU fishing.

3 Who does what? Member States Agency Commission

4 Member States Responsible for ensuring efficient control, inspection, and enforcement of the Common Fisheries Policy rules. WHO DOES WHAT?

5 Agency Operational coordination of controls and inspections by Member States. Organise deployment of pooled resources based on a joint deployment plan. Promote harmonised application of rules. Support training of inspectors. Facilitate exchange of information. WHO DOES WHAT?

6 Commission Formulates policy. Provides financial assistance. Verifies implementation of Community rules. Negotiates agreements with 3rd countries and in the framework of Regional Fisheries Organisations. WHO DOES WHAT?

7 Structure of the Agency Administrative Board Executive Director Advisory Board

8 Administrative Board One representative per Member State; six from the Commission. Sets priorities and the work programme. Adopts the budget. WHO DOES WHAT?

9 Executive Director Independent from Commission and Member States; responsible to the Administrative Board. Day-to-day execution of work programme and implementation of the budget. Preparation of draft work programme, annual report and budget. WHO DOES WHAT?

10 Advisory Board Composed of one representative of each Regional Advisory Council (RAC) Advises the Executive Director Appoints one non-voting observer to the Administrative Board Chairman: the Executive Director WHO DOES WHAT?

11 Joint Surveillance and Inspection in the Baltic Sea Council Reg. 1941/2006 (Annex III) requires Member States to carry out joint inspection and surveillance activities co-ordinated by the CFCA. 13 Preparation of the plan Analysis of fishing and landing activity in order to identify where and when fishing takes place. Deployment of inspection means: The MS with extensive inspection means have to support MS with less means. The CFCA will consult with the Baltic RAC next week. WHO DOES WHAT?
