2 Making NOPD more efficient & effective ● Reassigned officers from behinds desks to patrols ○ To date, we’ve put nearly 30 commissioned officers back on the street. ● Put accountability measures in place ○ New daily activity sheets show who’s wearing and using Body Worn Cameras & in-car cameras. 2

4 Making NOPD more efficient & effective ● Launched NOLA Patrol ○ Contingent of 20 civilian officers are handling quality-of-life issues and non-emergencies in order to free up 8 th District officers to handle real emergencies 4

5 False alarms are wasting valuable time ● Burglar alarms make up 11% of all NOPD calls for service. ● One in every three emergency calls for service is a burglar alarm. 5

6 False alarms are wasting valuable time ● 98.8% of all burglar alarms are false alarms and on average, NOPD responds to 130 false alarms per day. ● False alarms waste more than 12,000 man- hours of officer time every year, at a cost to taxpayers of more than $400,000. 6

7 Adopting National Best Practices ● The proposed ordinance will bring our policies in line with national best practices to reduce false alarms. ● Under the proposed ordinance, alarm system users will face a progressive fine system that resets every calendar year: ○ First false alarm: Warning ○ Second false alarm: $75 fine ○ Third false alarm: $150 fine and suspension of police response 7

8 Holding Violators Accountable ● Alarm users who are penalized under this ordinance will be able to appeal fines or notices of suspension. ● Alarm monitoring companies will be required to verify burglar alarm calls using, at a minimum, two call verification. 8

9 Achieving Reductions in False Alarms ● We believe that this ordinance will be successful in eliminating at least 30-50% of false alarms, or about 5% of NOPD’s total calls for service volume. ● This ordinance will NOT impact any alarm that is actively triggered by a home- or business-owner, such as: ○ Hold up alarm ○ Panic alarm ○ Medical alert 9
