3 Disaster Response in ASEAN Mutual assistance in disasters is one of founding and prime principles of ASEAN for almost 4 decades ASEAN Disaster Management Regional Cooperation –Created and sustained momentum for last 3.5 years –Launched and implement a medium-term regional programme –DM priorities reaffirmed by Heads of State/Government –Ongoing partnerships with key partners The recent tsunami and other major disaster events strengthened ASEAN disaster management momentum Major landmark: the signing of the ASEAN AGREEMENT ON DISASTER MANAGEMENT & EMERGENCY RESPONSE

4 Policy Framework ASEAN Concord, 1976: mutual assistance in disaster as one of the 8 founding principles ASEAN Declaration on Mutual Assistance on Natural Disasters, 1976: called for regional cooperation and provision of relief assistance ASEAN Concord II, 2003: to intensify cooperation in, inter alia, disaster management ASEAN Vision 2020 and Vientiane Action Programme 2004-2010 : ASEAN Security Community, ASEAN Socio-Cultural Community, ASEAN Economic Community ASEAN Regional Programme on Disaster Management (ARPDM) 2004-2010, May 2004 ASEAN Declaration on Action of the Tsunami Summit (Jan 2005) ASEAN Agreement on Disaster Management and Emergency Response (26 Jul 2005)

7 ASEAN Committee on Disaster Management OBJECTIVES: “To enhance regional cooperation in all aspects of disaster management including prevention, mitigation, preparedness, response and recovery through mutual assistance activities in order to minimise the adverse consequences of disasters on the economic an social development of Member Countries” VISION: A region of disaster-resilient nations, mutually assisting and complementing one another, sharing a common bond in minimising adverse effects of disasters in pursuit of safer communities and sustainable development MISSION: To enhance cooperation in all aspects of disaster management prevention, mitigation, preparedness, response and recovery through mutual assistance activities in order to minimise the adverse consequences of disasters on the economic an social development of Member Countries

8 ASEAN REGIONAL PROGRAMME ON DISASTER MANAGEMENT (ARPDM) Launched in Bali, Indonesia, May 2004, the ARPDM outlines five regional priorities: 1.Establishment of ASEAN Regional Disaster Management Framework 2.Capacity Building 3.Sharing of Information and Resources 4.Promoting Collaboration and Strengthening Partnerships 5.Public Education, Awareness and Advocacy

11 1.1.Establishment of the ASEAN Response Action Plan Lead shepherd country: Malaysia Highlights: Conclusion and signing of the ASEAN Agreement on Disaster Management and Emergency Response (ADMER) in July 2005. To date, Thailand has ratified the Agreement Drafting of the Standby Arrangements and Standard Operating Procedures (SASOP) ongoing ARDEX-05 – September 2005 in Malaysia ARDEX-06 – scheduled in September 2006 in Cambodia Ratification of the ASEAN ADMER by ASEAN Member Countries ongoing

14 3.Sharing of Information and Resources 3.1.ASEAN Disaster Information Sharing and Communication Network (DISCNet) a.Development of Websites b.Establishing communication system c.Publication of ADMIN Newsletter d.Inventory of Experts (Brain bank) and Equipment e.Hazard and Vulnerability Mapping Project 3.2.Research Development and Dissemination of Good Practices 3.3.Improved use of climate and weather forecasting

ASEAN DISCNet Project Lead shepherd country: Philippines Highlights: Development of the ACDM website; link-up between the ACDM website and the NDMOs ICT infrastructure assessment in AMCs conducted and final report of the assessment launched in January 2006 A Technical Advisory Sub-Committee for the ASEAN DISCNet comprising Cambodia, Philippines, Singapore, ASEAN Secretariat and PDC established, to guide the development of the datasets, tools and management procedures for the Online Southeast Asia Disaster Inventory (OSADI) 6 th ACDM has agreed to move forward with OSADI

17 4.2.Partnership with International Agencies and NGOs 4.3.Mobilising Financial Support and Resources Lead shepherd country: ACDM Chairman (Indonesia) Good progress; ACDM continued to promote collaboration and strengthen partnership, i.e.: participation of ACDM Chairman, ACDM members and ASEAN Secretariat in various international events to promote the ACDM and identify opportunities for synergy and partnership; one-on-one consultations with UN regional offices and other partners to follow-up their commitments and explore partnership; increasing leadership role among other regional groupings; active engagement with various UN agencies and international organisations

ASEAN Day for Disaster Management Lead shepherd country: Thailand Highlights: Various activities were conducted by ASEAN Member Countries to celebrate ASEAN Day for Disaster Management (ADDM) 2005, in conjunction with International Day for Disaster Reduction (IDDR) in 2005 In commemoration of the Indian Ocean tsunami of 26 December 2004, Malaysia and Thailand have announced 26 December as the “National Disaster Awareness Day” and “National Disaster Prevention Day”, respectively ACDM is discussing the possibility of aligning the ADDM with 26 December in commemoration of the 2004 tsunami More regional or joint celebration activities for 2006 ADDM

Enhanced DM Public Education and Awareness Projects Lead shepherd country: Lao PDR No significant development in this sub-component A concept proposal on “Strengthening Community Awareness and Resilience to Disasters in Coastal Zones of Southeast Asia” is currently being developed by ASEAN Secretariat in consultation with AMCs –seeks to develop a regional model based on good practices and lessons learned on public awareness on disaster risk reduction among coastal communities of AMCs –will involve pilot activities in countries with significant exposure to coastal-related disasters and have potential coastal communities to participate in the project
