Mapping Project Design Cycles – How to coordinate IFAD and ADB Processes ADB-IFAD Annual Retreat 5-6 December 2012, Manila

Overview I.IFAD’s Investment Portfolio in Asia and the Pacific II.IFAD’s Project Design Cycle III.Implementation Issues IV.The Way Forward

IFAD’s current investment portfolio in Asia and the Pacific is USD 1.65 billion

Within Asia, IFAD’s investment portfolio is concentrated in South Asia and South-East Asia

II. IFAD project Design Cycle

IFAD’s project cycle begins with and feeds into a country’s national poverty reduction strategy

IFAD’s intensive project design process involves 3 levels of clearance prior to Board approval QA minutes OSC Board Presentation QE ReviewQA Review QE Panel reportOSC minutes Results-based COSOP or Project Concept note Project Document Report (Formulation) Project Document Report (Appraisal) Final Design mission Project conceptProject designClearance Negotiation/ Approval Documents Reviewed Documents Produced Detailed Design mission Loan Negotiations IFAD Project Review Process

QE Review is a Technical Review of Project Design Assessing 6 Key Success Factors KSF 1: Country relevance, commitment and partnerships, relevance of the design KSF 2: Targeting, gender and participation KSF 3: Best practices and lessons learnt within the context of IFAD’s Strategic Framework KSF 4: Institutional aspects and implementation arrangements KSF 5: Risks and sustainability KSF 6: Innovation, learning and knowledge management

QA Review’s Objective is to Improve Development Outcomes 1.Clear designed projects for loan negotiations and submission to Executive Board. 2.Determine the quality-at-entry rating for results indicators under IFAD’s corporate Results Measurement Framework. 3.Evaluate the project’s likelihood of meeting its Development Objectives Focus on Risks, Outcomes, and Sustainability

Differences in ADB – IFAD project design ADB sub-project approach - design light strong (international) TA to support the PMO – grant financed baseline & M&E RMF IFAD target area, approach and activities defined - design heavy no or small TA portion baseline, M&E & RIMS logframe & RB-AWPB

Coastal Climate Resilient Infrastructure Project - Bangladesh ADB/KfW Climate resilience infrastructure Same project area…. Approval: EB Sept 2012 Design report: Incorporating IFAD part Joint PMO, TA…..and… Aligning PIM…..but… IFAD Community level market infrastructure Approval: April 2013 Design report: refers to ADB part Merging COSTAB & EFA Separate WA & Proc Collaborative Co-financing

III. Implementation

Implementation Issues ADB/KfW Joint GoB approval… Strong FM and procurement Decentralised implementation support Shared TA 2 supervisions / year IFAD Joint DPP… FM focus becomes stronger HQ / country mix 1.5 supervision / year KM Grant projects (agric. research, policy)

IV. The Way Forward

Key Issues and Recommendations for IFAD- ADB co-financed project designs Early engagement at project design Alignment of design for IFAD & ADB reviews & clearances Finance separate components Timing & Coordination IFAD / ADB policies (i.e., targeting, RIMS (?), logframe) be addressed during design IFAD should engage in design ADB / IFAD Specificity Joint-supervision plan should be prepared IFAD should provide technical supervision to ensure objectives are met Joint- Supervision
