1 Nevada Nevada Educator Performance Framework – Other Licensed Personnel Recommendations Dr. Pamela Salazar, Chair, Nevada Teachers and Leaders Council (TLC) Presentation to Nevada State Board of Education, April 30, 2015

2 Charge of the Nevada Teachers and Leaders Council SB 407(2013) added to NRS 391.460 NRS 391.460 NRS 391.460 requires the Teachers and Leaders Council (TLC) to: >Make recommendations to the State Board of Education concerning the adoption of regulations for establishing a statewide performance evaluation system that includes:  “…without limitation, a principal, vice principal, counselors, librarians and other licensed educational personnel…”  “…3c: consider the role of professional standards…counselors, librarians, and other licensed educational personnel.”

3 History: TLC and Group 3 11-14-12 The TLC adopted a guiding belief that certain “specialist personnel who serve as licensed employees who spend at least 50% of the work year devoted to providing educational services that support students to access and/or process the curriculum to meet the academic standards within the realm of all educational settings” be included in the statewide performance evaluation framework.

4 NRS 385.3476 NRS 385.3476 District Accountability Report 2(b) “Other staff” means all persons who are not reported as administrators or teachers, including, without limitation: (1) School counselors, school nurses and other employees who spend at least 50 percent of their work year providing emotional support, non-instructional guidance or medical support to pupils;

5 NRS 385.3476 NRS 385.3476 District Accountability Report (c) “Teacher” means a person licensed pursuant to chapter 391 of NRS who is classified by the board of trustees of the school district: (1) As a teacher and who spends at least 50 percent of his or her work year providing instruction or discipline to pupils; or (2) As instructional support staff, who does not hold a supervisory position and who spends not more than 50 percent of his or her work year providing instruction to pupils. Such instructional support staff includes, without limitation, librarians and persons who provide instructional support.
