Some capabilities have long been desired for OBIS, for example … Integration with physical data Absence and abundance Tracking Discussion of these enhancements, and others, often returns to the question “When can we start?” IPT places enhancements directly in reach of OBIS nodes Transition to IPT and Ratified DwC expands opportunity, motivation, and ability, to enhance OBIS data content

9 Key Activities of the OBIS Enhancement Process O CEAN B IOGEOGRAPHIC I NFORMATION S YSTEM Define Requirements Define the new capability OBIS will obtain from the enhancement Engage stakeholders; Identify and quantify the science, IT and economic expectations OBIS would take on Design Enhancement What does Darwin Core offer? Consult global experience. Develop detailed alternatives and identify pros and cons. Decide Evaluate designs. Prioritize. Approve or decline. Plan Develop a plan – Node/PO roles, people, resources, time, dependencies Implement Transition to operation of the enhancement Manage Monitor effectiveness of enhancement at meeting original expectations Determine ways to expand users involved in this enhancement Continue ways to expand opportunity for OBIS with the enhancement in place Incorporate feedback into future development of this enahncement and others.

10 Venues of the OBIS Enhancement Process O CEAN B IOGEOGRAPHIC I NFORMATION S YSTEM Define Decide and Plan A person, node, PO, or other group can use JIRA to initiate, motivate, and lead enhancement steps. JIRA is the forum to work out details of requirements and design – thoroughness is the goal. Parties can use JIRA to advocate for anenhancement overall and for specific design and implementation choices. Implement Design Data Task Team will make a recomendation PO/SG will decide, post outcomes on JIRA PO and nodes plan jointly, outcomes posted on JIRA Manage Cooperative activity of PO and nodes, track on JIRA Nodes are the point of testing, verification, and handling of actual data in the enhancement PO and nodes follow issues on JIRA Any steps to be taken are cooperative activities of PO and nodes

13 Success Factors of the OBIS Enhancement Process – by Step O CEAN B IOGEOGRAPHIC I NFORMATION S YSTEM Define Decide and Plan Requirements must be connected to science, data, and economic drivers in commmunities OBIS can serve. Scope of potential applications must justify OBIS attention Design must incorporates science, technology and economic factors, organizational factors (nodes, PO, external programs) Design must align with IODE standards and Darwin Core Ownership, advocacy, responsibility within OBIS community Implement Design Relies on thorough requirements and design Applies OBIS prioritization strategically Manage Relies on thorough requirements and design Relies on cooperation and effective use of resources Relies on succesfull implementation – how well does it meet requirements? Relies on continuing or expanding contact with applications

14 O CEAN B IOGEOGRAPHIC I NFORMATION S YSTEM OBIS-USA Response to US Requirements OBIS-USA is hearing about: Integration with Physical Data, Quantification, Tracking OBIS-USA is doing: Biodiversity / Metadata Integration with Physical Data Quantification, Absence, Sampling Methodology, Tracking 2008 2013 OBIS is a Darwin Core community, so the first place to look to address an enhancement is Darwin Core; see below OBIS-USA / Darwin Core approach to enhancing data for applications, since 2008: 1.Bring OBIS-USA’s use of Darwin Core up to date; was vOBIS, move to Ratified DwC 2.Determine if needed enhancements already exist within Ratified DwC 3.Operate with other standards (e.g., FGDC, ISO, Climate & Forecast aka “CF” or “C&F”) 4.Enhance by adding terms (be conservative, stay with guidelines such as Simple Darwin Core) 5.Enhance more creatively via extended structure  no, OBIS-USA not gone to this step yet !! Throughout: Cultivate buy-in from sponsors, users, critics, competitors Throughout: Cultivate practitioners who can use Darwin Core … and one more requirement … Don’t do anything that will break the OBIS-USA-to-International OBIS connection
