2 The political context: The ERA Communication Priority 5 A major challenge is to broadly implement Open Access - i.e. free internet access to and use of publicly-funded scientific publications and data - given the uneven state of advancement of Member State policies in this area. Knowledge transfer in general and in particular between public research institutions and the private sector while respecting intellectual property rights.

3 The ERA Roadmap Priority 5(A) Implementing knowledge transfer policies Necessary actions  Countries are doing something but more can be done  Professionalise the intellectual property management  More cooperation public/private to break down barriers  More focus on entrepreneurship

4 The ERA Roadmap Priority 5(B) Open access to scientific publications Necessary actions  Promotion of the concept of Green and Gold access to publications.  Encourage to share publications  Best practices should be shared  Archiving should be further developed  More focus on open access to data underlying the publications

5 Commission committed to In place Recommendation access to and preservation of scientific information in the digital age C(2012) 4890 final On-going Establish open access to scientific publications as a general principle for all EU funded projects in Horizon 2020. For research data, develop a flexible approach that takes into account different scientific areas and business-related interests Continue to fund projects related to open access Support activities to raise stakeholder awareness of open access and e-Science

6 ERAC and Priority 5 Up to autumn 2015 ERAC had a Knowledge Transfer group to discuss how the access to publications and data could be changed and become more open without violating the intellectual property rights The group's mandate was closed in autumn New group is being discussed
