OAQPS Resources for Tribal Communities Communities and Tribal Programs Group National Tribal Forum – June 5, 2008

Two Emerging Resources  SSI – Sustainable Skylines Initiative  CAPPA – Climate and Air Pollution Planning Assistant

Sustainable Skylines Initiative: Working for People, Planet and Prosperity  A partnership program to integrate land use, energy and transportation measures for air quality and other environmental benefits  Community-led and directed, with EPA support, and a network of cultivated local partners  GOAL: 20,000 tons of emission reductions in 10 cities by 2010

SSI Support  Funding is available, and a nationwide RFP will be posted this summer  Communities not selected for funding can still participate and receive staff assistance and materials  Other Federal assistance is available, such as other EPA offices and DOE/EERE

SSI Comprises:  Community team selects at least one activity from 5 of 7 activity focus categories: –Central city livability –Stationary and area sources –Energy and climate –Land use and transportation strategies –Diesel engines –Green building and development –Off-road sources

CAPPA  Spreadsheet/web-based tool to help communities develop successful climate and air pollution strategies  Gives communities a place to start, to help narrow down the range of options  Tailors a ranking of measures to community needs, goals and character

Basis for CAPPA  Developed by ICLEI (Local Gov’ts for Sustainability)  ICLEI members provided much real- world experience about success of implementing activities  Focuses on energy, smart growth, transportation type activities

CAPPA Cannot: Be plugged into SIP or TIP…  Calculations aren’t based on detailed models  Calculations don’t include specific power generation locations or pollution transport  Doesn’t include stationary source controls

Functionality: Two Interactive/Linked Components  Specific Strategies: Interactive write-ups for each  description  Benefits  Calculators (Kw/$/emissions changes w/degrees of implementation  Related resources  Creating a Plan: ranking measures for priority pollutants according to:  Potential reductions  Real-world effectiveness elsewhere  Local priorities and limitations
