1 Module 3: Ensuring Sustainability Session 1. Empowerment of the Community 1 CBDRR Framework Training - Myanmar Red Cross Society

2 Objectives At the end of this session, the participants will be able to  Understand the difference between baseline and end- line studies.  Describe the benefits of baseline and end-line studies in measuring the impacts of the CBDRR activities on the ground. 2

3 Measuring the Impact of CBDRR Programs Provides evidence based changes within the target community Changes include attitudinal or behavioral changes of the community, changes in organizations and institutions or changes in policies and knowledge and capacities of the beneficiaries Showcases the importance and relevance of CBDRR 3

4 Baseline & Endline Study Baseline Study Takes place at the beginning of a CBDRR program Provides basic demographic and disaster risk related information covering current local experiences, knowledge and interpretation of risk Endline Study Takes place at the end of a program Collects same data as baseline study after the CBDRR interventions have been implemented Both data sets are compared to see what changes have taken place over time 4

7 Formation of Data Collection Team Specific tasks of the team should be identified in a ToR Like all the other teams that are established during the CBDRR program, the team should be as heterogeneous as possible If possible, the data collection team should consist of the same people during the baseline and endline study 7

8 Training of Data Collection Team Data collection team needs to be oriented on the use of participatory learning and action tools and analysis methods A framework for the study including the different information sources and methods employed as well as anticipated challenges should be developed during the training If necessary, a shorter refresher training should be conducted before the endline study 8

9 Data Collection & Analysis Studies are mostly based on questionnaires Sample size: at least 10% of all households in a village Criteria for respondents: > 15 years of age, permanent resident of village All data gathered needs to undergo screening process to ensure that the data is relevant, accurate and complete 9

10 Keep in Mind… A quality control process needs to be in position to guarantee the high quality and reliability of the data. In general, the data, at the stage of collection, has to undergo screening process based on their precision, accuracy, relevance and completeness. There should be a gender balance with regard to the interviewees to ensure a better understanding of the situation on the ground. In both baseline and end-line studies, data gathering should cover the schools. 10

14 Session Objectives At the end of this session, the participants will be able to  Understand the importance of having an exit strategy from the beginning of the CBDRR program  Describe different elements essential in handing over of the program activities  Formulate a suitable exit strategy to ensure the proper handover 14

15 Exit Strategy A plan describing how the program intends to withdraw its resources while ensuring that achievement of the program goals is not jeopardized and that progress towards these goals will continue 15

16 Why Do We Need an Exit Strategy? To ensure the continuity of the risk reduction efforts To safeguard the investments that have been made To prevent the recurrence of the original problems To exhibit vote of confidence the program has entrusted to the community To allow the employment of participatory approaches encouraging the involvement of key stakeholders To provide ample notice to the stakeholders sufficiently preparatory time To strengthen the relations between the implementing agency, the cooperating partners and the target communities 16

17 Planning to Exit Planning of the exit strategy should start right in the beginning of the program Stakeholders should be prepared from the beginning about their tasks and responsibilities after the program Sustainability planning: the exit strategy should have benefits for the community irrespective of timing and context 17

18 Realizing the Exit Strategy Finalization of the exit point Strengthening the local partnerships and local capacities Revisiting the Action PlanProvision of HardwareMentorship 18

19 Finalization of Exit Point Time of final exit should be flexible:  Time limit  Achievement of program impacts  Achievement of benchmarks Different activities may require different exit points 19

20 Strengthening Local Partnerships All capacity building activities throughout the program should be conducted with the mind-set of getting ready not just for managing disaster risk reduction activities within the program but also beyond it Key activities:  Revisiting action plan  Provision of hardware  Mentorship 20

21 Revisiting the Action Plan Review the priorities of Action Plan against actual changes Identify changes in the risk situation on the ground If necessary, assist the community in revising the old Action Plan 21

22 Provision of Hardware Essential hardware such as emergency kits should be handed over Project documents and assessment reports/maps if available should be given to DMC as well 22

23 Mentorship MRCS should act as an on-going mentor to the recipient organization/community which can enhance the gradual transition during the period of shifting responsibilities and activities 23
