9 IIE logo 9 Applying PI methods Challenges & Solutions  Open to PI process due to familiarity with Training Solution: Illustrate how previous training had not improved performance & introduce PI solutions based on assessment  NGOs familiar with Solutions/interventions proposed, such as Strategic Planning, M&E, Fund-Raising Solution: Changing mindset to integrate solutions across NGO’s systems

11 IIE logo 11 Adapting PI to Local Realities  Readiness: determined by USAID not by CPTs Solution: a) bring NGO & USAID together to manage expectations & explain PI; b) demonstrate effectiveness of PI & value of time invested (to both USAID & NGOs)  “Training as a solution” mindset entrenched Solution (for donor): Reinforce USAID’s HICD framework inspired by ISPI; illustrate how training investments have often not resulted in sustainable “capacity development” Solution (for NGO): Build on how non-training interventions lead to sustainable performance improvements when based on evidence from assessments

12 IIE logo 12 Adapting PI to Local Realities  Managing Two Clients: Donor & NGO Solution: Maintain communication on progress, challenges, and timelines with Donor and NGO  Reaching Clarity Agreement on Solutions Packages Solution: Prepare Memo of Understanding (MOU) outlining solutions package, commitments to timelines, and responsibilities of NGO and PI consultants, signed by all parties
