2 Coordination Group for Meteorological Satellites - CGMS Objectives of WG IV The Group provides a forum for the discussion of data access in general and the contribution to the WMO Information System. The working group will address issues related to the dissemination systems, data formats and metadata exchange, and will also deal with the user interfaces and data access. Participants: CMA, EUMETSAT, ISRO, JMA, KARI, KMA, NOAA, WMO

3 Coordination Group for Meteorological Satellites - CGMS Objectives of WG IV 1) Support user-provider dialogue on regional/continental scales; 2) Support the implementation of sustained and coordinated communication satellite broadcast systems; 3) Support the use of the WIS infrastructure for data provision and discovery; 4) Increase access to R&D and pre-operational mission data; 5) Analyse the extension of coordinated dissemination services for additional user communities; 6) Support the development of efficient standardized data handling for high- resolution imaging and hyper-spectral instruments; 7) Coordination of metadata for satellites and instruments; 8) Support the evolution and promote harmonisation of data access portals; 9) Address additional topics from the CGMS High Level Priority Plan within the scope of WG-IV

4 Coordination Group for Meteorological Satellites - CGMS Relevant HLPP items 2 COORDINATION OF DATA ACCESS AND CONTRIBUTION TO THE WMO INFORMATION SYSTEM (WIS) 2.1 Support the user-provider dialogue on regional/continental scales through regional coordination groups maintaining requirements for dissemination of satellite data and products through the various broadcast services; 2.2 Support the implementation of sustained, coordinated Digital Video Broadcast (DVB) satellite services for the Americas, Africa, Europe and the Asia Pacific regions; 2.3 Increase access to, and use of, data from R&D and pre-operational missions; 2.4 Investigate the feasibility of introducing a coordinated dissemination service for meteorological information in helping to mitigate disasters; 2.5 Investigate the feasibility of introducing a coordinated dissemination service for information in support of the ocean user community;

5 Coordination Group for Meteorological Satellites - CGMS Relevant HLPP items 2.6 Evaluate the set of applicable (or TBD) standards for dissemination mechanisms in use by CGMS members and assess if there is a need, in view of future systems, to amend, modify or revise such standards (or to derive new ones); ; (moved to WG-I) 2.7 Develop efficient standardized data handling for high-resolution imaging and hyper-spectral instruments, employing novel methods like dissemination of hyperspectral infrared data based on Principal Component Analysis. 2.8 Utilise operationally the WIS infrastructure for satellite data provision and discovery; 2.9 Provide coordinated CGMS inputs to WMO on satellite and instrument identifiers or data representation and metadata within the WIS (including the Regional Meteorological Data Communications Network).

6 Coordination Group for Meteorological Satellites - CGMS WMO Satellite Data Dissemination Strategy IGDDS is now reformulated as a broad strategy, including – A vision – Strategic targets realizing the vision – Strategic activity threads for the realization – A concept for overseeing the strategy implementation (see separate presentation)  CGMS members are strongly encouraged to review and comment on the related working paper (WG-IV action)

7 Coordination Group for Meteorological Satellites - CGMS Global DVB satellite services EUMETCast Europe and Africa will see significant increases in data rates EUMETCast Terrestrial Demo service is starting EUMETCast Americas will terminate latest in 2016 NOAA has put strong effort in supporting RA-III / RA-IV user communities using GEONETCast Americas (GNC-A) The RA-III / RA-IV user community expressed their wish that GEONETCast Americas becomes more “operational”  User demands on data volumes increase, active regional user requirement groups are essential to make best use of limited dissemination capacities

8 Coordination Group for Meteorological Satellites - CGMS Coordinated dissemination services Satellite based dissemination systems particularly useful in disaster areas, as demonstrated in recent events Limited progress in coordinated support of the ocean community  Plenary Action proposed: JCOMM Cross-Cutting Task Team on Satellite Data Requirements to report on the definition of satellite data for dissemination for the ocean community

9 Coordination Group for Meteorological Satellites - CGMS Global Data exchange from next generation GEO satellites JMA starts operationally the HimawariCast and HimawariCloud service in July 2015 for Himawar-8 data - Himawari-8 HRIT with 14 bands and LRIT with 4 bands via HimawariCast - Himawari-8 all 16 bands via HimawariCloud KMA is planning satellite data dissemination for GeoKOMPSAT-2A in Ultra HRIT and HRIT/LRIT format with GK-2B GOCI-II products. ROSHYDROMET and EUMETSAT are exchanging data in the context of EARS and the launch of Electro-L N2 is scheduled for July 2015. IMD is making INSAT 3D data available for users worldwide, via internet and potentially also on GEONETCast

10 Coordination Group for Meteorological Satellites - CGMS Coordination of metadata for satellites and instruments The task force on metadata has made significant progress with the work on two aspects of its mandate: – the generation of guidance documentation to generate WIS discovery metadata for satellite data products – and a “WIS portal usability report” representing the view of satellite data users when using the WIS portals The work for the coming year will greatly improve how satellite data products can be discovered on the WIS  CGMS members to provide comments on the Progress Report (WG-IV action)  WMO will support the work of TT-Metadata by ensuring the involvement and contribution of the related peer WMO Expert Teams including WIGOS

11 Coordination Group for Meteorological Satellites - CGMS Response to region-based requirements for satellite data access and exchange NOAA and WMO provided complementary reports on the activities of the Coordination Group on Satellite Data Requirements in Region III (South America) and Region IV (North America, Central America and the Caribbean), in particular in view of the transition to GOES-R Data access in the region is very diverse, no “one fits all” mechanism identified (GVAR, MWIN, internet, GNC-A) Uncertainties in GOES-R causes problems in terms of planning for data reception systems on user sides, in particular for GRB systems Early availability of transition plans help users in preparation GNC-A can help in risk reduction to mitigate the transition, as primary or backup system, using Geotif formats

12 Coordination Group for Meteorological Satellites - CGMS Actions from other WGs EUMETSAT to coordinate with CGMS partners to develop a data dissemination plan from Indian Ocean Data Coverage partners identified in the CGMS-43-EUM-14 roadmap, to be reported and discussed at the first WGIV intersessional meeting.
