Bill C-293: ODA Accountability Act The purpose of the ACT (Section 2): “The purpose of the Act is to ensure that all Canadian ODA is provided with a central focus on poverty reduction and in a manner that is consistent with Canadian values, Canadian foreign policy, the principles of the Paris Declaration on Aid Effectiveness of March 2, 2005, sustainable development and democracy promotion and that promotes international human rights standards” ODA: The Three part Test (Section 4, sub-section 1) ODA may be provided only if the administering minister is of the opinion that it a) contributes to poverty reduction b) takes into account the perspectives of the poor c) is consistent with international human rights standards

CIDA’S Aid Effectiveness Action plan (2009-2012) Focus: By 2010-11, focus 80% of bilateral aid on 20 Countries Efficiency: As of 2009 untie all food aid, and fully untie all Canadian ODA by 2012-13 Accountability: Assess in light of commitments, improve neutrality of evaluation, communicate results

Continued… Predictability: regular reporting of aid estimates and actual disbursements Alignment: align aid with local priorities; by 2012-13 at least 50% of funding to the public sector Partnerships: strengthen the role of civil society, parliaments, media, democratic institutions Fragile States: strategies to address peace-building, state-building, poverty reduction, ensuring women’s rights
