1 Perth Freight Transport Network Plan Overview and Implementation Focus Presentation to the Freight and Logistics Council 28 April 2016

1.A Generational Step-up in Port Capacity 2.A High-Standard, High Productivity Road Freight Network to Strengthen the Economy 3.Expanding the Intermodal Terminal System 4.Moving more of the Freight Task by Rail 5.Locking in Measures to Protect Transport Infrastructure Critical to Economic Prosperity Perth Freight Transport Network Plan Five Strategic Priorities

Port Capacity and Development Overview of the Plan

Container facilities in both the Inner and Outer Harbours will be required to service the long term needs of the State. Port Capacity and Development Container trade projections @ 4.4% pa 2 million TEU per annum by 2036 3.3 million TEU per annum by 2050 @ 5.9% pa 2 million TEU around 2032 Approx 5 million TEU per annum by 2050. Port Development Inner Harbour  Significantly greater capacity with improvements in technology, operational efficiencies and transport linkages  Government position to be revealed – FP Divestment Bill Outer Harbour container facility  No certainty about preferred option or configuration, subject to design and environmental constraints  Needed later rather than sooner.

Road Freight Network 5

Major investment in the urban freeway network to drive HV productivity Redefines the “Principal” road freight network Big productivity gains for freight with RAV 7 regime for the Principal Network Large investments – highways/ roads to freeways PFL/ Gateway/ Northlink Reid and Tonkin Grade separation program Freeways Road/ Rail Major new roads/ upgrades Rowley, Anketell, Mundijong Neaves Road/ Stock Road Road Freight Network Roe Highway 8/ Perth Freight Link is the critical missing link

2014 volume of containers ~1.3m TEUs pa Forecast = 2.85m by 2031 and 4.8m by 2051 Overall market for intermodal terminals is substantial - increasing more than two-fold by 2031 and four-fold by 2051 –Interstate market – nearly threefold increase –International market – more than fourfold increase Interstate Rail sector - adequate IMT capacity exists in Brownfield IMTs at Kewdale/ Forrestfield to support demand until 2041 International sector  Additional capacity required in the short term to maintain momentum towards 30% mode share target  Planning focus on “freight villages” at Kewdale, Latitude 32 and Bullsbrook to achieve economies of scale Intermodal Terminal Network

Pinch points: Single track between the Cockburn Triangle and the Kwinana Triangle Kwinana Triangle Single track between the Cockburn Triangle and the Inner Harbour 2031 without upgrades Rail Freight Network

Freight Network Protection 9

Changes in the extent of urban encroachment: 1984 to 2015 Encroached on one side Encroached on both sides 1984 – 33km (16%) of rail faces urban or city centre zoning2015 – 56km (28%) of rail faces urban or city centre zoning

Perth Freight Transport Network Plan Implementation Focus – Network Protection Proposed changes to State Planning Policy 5.4: Enhanced guidance on how the policy is to be implemented, with focus on conflict avoidance at early planning stages Guidance and support for local government  Clearer and more comprehensive mapping  Set distances from each asset type to trigger screening assessment Replacing the “target” and “limit” values with a single noise value Standardised noise assessments and management plans SPP 5.4 to retain the L Aeq metric and not adopt the L Amax metric Changes to the planning system will be complemented by : Targetted referrals to DoT Potential on-corridor noise mitigation for freight rail Improved complaints handling, including better information to the public Improved public awareness, through notification on title and Landgate property interest reports

Implementation Focus – IMT planning – Latitude 32 IMT marked for Area 5 High level land requirements mid-2016 Concept plan early 2017 Key factors: Large, long site Alignment flexibility for railway Access - Traffic analysis Assumptions about OH Providing for IMEX and Interstate This work will underpin a business case to the WAPC or Government for the staged acquisition of land in the intermodal precinct.

Perth Freight Transport Network Plan Implementation Focus – IMT planning Large freight villages are the new focus for IMT planning Moorebank in Sydney is a strategic partnership between the Australian Government and SIMTA – 250ha. Provides a model for IMEX and Interstate freight, with terminals supported by extensive warehousing. L32 provides strategic opportunity to lock in all of Area 5 ~ 175 ha.

Perth Freight Transport Network Plan Implementation Focus – IMT planning - Bullsbrook Bullsbrook identified in several studies for IMT. A Planning Control Area has been gazetted over the 83 ha site. Further work being done – site layout, access, enviro to underpin a MRS amendment.

Perth Freight Transport Network Plan Implementation Focus – Rail access to Kwinana Planning started 50 years ago Current single entry and exit point at Kwinana Triangle 1963 MRS provided for a second access corridor (Kwinana Loop Railway)  connects CBH balloon loop to SWM via a corridor parallel to Dixon Road  Supported in 1968 by the gazettal of the Kwinana Loop Railway Act  Never constructed

Perth Freight Transport Network Plan Implementation Focus – Rail access to Kwinana MRS Minor Amendment 1297/57 South East & South West Districts Omnibus 2 (Proposal 31)

Perth Freight Transport Network Plan Implementation Focus – Rail access to Kwinana Going Forward Interim WAPC decision Examination of alternative rail corridors and alignments Detailed analysis of land requirements for rail loop, including grade separation structures MRS Amendment Rail network modelling to assess impacts and benefits
