Federal Aviation Administration Presented to: OSWG Presented by: Chris Hope Date: March 9, 2016 ILS Performance Classification OpSpec C061

Federal Aviation Administration AFS-410 OSWG 2 www.faa.gov/uas March 9, 2016 ILS Classification System Reference Documents: –ICAO Annex 10, Aeronautical Communications –FAAO 6750.24, Instrument Landing System and Ancillary Electronic Component Configuration and Performance Requirements –FAA JO 6750.57, Instrument Landing System Continuity of Service Requirements and Procedures –FAAO 8400.13, Procedures for the Evaluation and Approval of Facilities for Special Authorization Category I Operations and All Category II and III Operations

Federal Aviation Administration AFS-410 OSWG 3 www.faa.gov/uas March 9, 2016 ILS Classification System Facility Performance CAT standards contained in ICAO Annex 10 Defines the ILS point to which the localizer conforms to the Facility Performance CAT III course structure tolerances Minimum Level of Integrity and Continuity of Service

Federal Aviation Administration AFS-410 OSWG 4 www.faa.gov/uas March 9, 2016 Annex 10 Facility Performance ClassDefinition Facility Performance Category I An ILS which provides guidance information from the coverage limit of the ILS to the point at which the localizer course line intersects the ILS glide path at a height of 200 ft (60 m) or less Facility Performance Category II An ILS which provides guidance information from the coverage limit of the ILS to the point at which the localizer course line intersects the ILS glide path at a height of 15 m (50 ft) or less Facility Performance Category III An ILS which, with the aid of ancillary equipment where necessary, provides guidance information from the coverage limit of the facility to, and along, the surface of the runway

Federal Aviation Administration AFS-410 OSWG 5 www.faa.gov/uas March 9, 2016 ILS Reference Points (2 nd Character) 5 A: 4nm before threshold B: 3,500 ft before the threshold (CAT I Decision Point) C: Glidepath Altitude of 100ft (HAT)CAT II Decision Point) T: Threshold D: 3,000 ft beyond the threshold (CAT III requirements only) E: 2,000 ft before the runway end (CAT II requirement only)

Federal Aviation Administration AFS-410 OSWG 6 www.faa.gov/uas March 9, 2016 Integrity and CoS (3 rd Character) LevelDefinition 1 Low vis ops below 200’ HATh supplemented by visual cues or advanced avionics. Does not require CoS to be demonstrated and/or integrity value not available or assigned 2 Reduced visibility ops below 100’ HATh supplemented by visual cues or advanced avionics. Normally required to support CAT II operations down to and including 1000 RVR 3 High degree of reliance on ILS guidance positioning through touchdown. Normally required by Flight Standards to support CAT III operations down to and including 600 RVR 4 High degree of reliance on ILS guidance throughout touchdown and rollout or for low vis Takeoff – requires the localizer for lateral guidance throughout the takeoff roll. Normally required by Flight Standards to support CAT III operations below 600 RVR

Federal Aviation Administration AFS-410 OSWG 7 www.faa.gov/uas March 9, 2016 ILS Performance Requirements CAT I ILS –I/-/- for operations as low as 1800RVR CAT II ILS –II/D/2 for operations as low as 1000 RVR CAT III ILS –III/D/3 for operations as low as 700 RVR –III/E/3 for operations as low as 600 RVR –III/E/4 for operations as low as 300 RVR HUD Takeoff Guidance Systems Minima –III/E/4 for operations as low as 300 RVR

Federal Aviation Administration AFS-410 OSWG 8 www.faa.gov/uas March 9, 2016 CAT I ILS Autoland (OpSpec C060) Note.— This definition is not intended to preclude the use of Facility Performance Category I — ILS below the height of 60 m (200 ft), with visual reference where the quality of the guidance provided permits, and where satisfactory operational procedures have been established

Federal Aviation Administration AFS-410 OSWG 9 www.faa.gov/uas March 9, 2016 CAT I ILS Autoland (OpSpec C061) Authorization to conduct autoland on other than Categories II and III at suitably equipped airports Shall conduct all operations IAW 14 CFR & the airworthiness certification basis of the automatic flight control system Must determine that flight guidance system permits safe automatically flown approaches and autolands at that runway Must be trained May be conducted on any ILS facility but only in CAT I or better weather
