3 United Nations Environment Programme Regional Ozone Network for Europe & Central Asia Compliance Assistance Programme Planning –Venue & date: Hungary invited: –Budapest, 12-16 October 2009 Turkmenistan invited: –Ashgabat, October 2010 (tentative) –Participants (ECA & associated CEIT countries) 1 Ozone Officer per country 1 Customs Officer per country (focal point for at least 2 years) Resource persons –Condition: Participating in iPIC

4 United Nations Environment Programme Regional Ozone Network for Europe & Central Asia Compliance Assistance Programme National Green Customs workshops Approach: –Selection of 1-2 interested countries who commit themselves to conduct a national Green Customs workshop –Green Customs may fund participation of up-to 3 Customs Officers (instead of 1) in ECA enforcement network and regional Green Customs –Trained Customs Officers will deliver national training in national language (without international experts) –Interested countries need to provide the meeting organisation including meeting room, logistics etc. –During follow-up during regional meetings in 2010 –Possibly selection of another 1-2 countries in 2010

5 United Nations Environment Programme Regional Ozone Network for Europe & Central Asia Compliance Assistance Programme EC evaluation of iPIC Currently 34 countries are participating Including EC, China, India, Republic of Korea Including 7 ECA & associated CEIT countries In 2008: 318 requests for licenses received for iPIC countries 88 times iPIC sheets were consulted 26 times the competent authority was consulted 5 times the license was rejected Conclusion: iPIC procedure has proven to be a useful tool for avoiding unwanted or illegal trade without creatinig a significant administrative burden
