Certification “EURAIL-ING” Certification of Persons … means that an independent and recognised body establishes and confirms the compliance (conformity) of existing fields of competence of an individual (personal qualification) with certain defined admission requirements and qualification standards. In certification, defined profiles and requirements are used to verify attributes of qualifications and confirm their quality by a certificate of competence.

Certification “EURAIL-ING” The “European Railway Engineer” certificate is proof of the qualification of engineers and companies to perform engineering services in the railway sector! Certification is based on EN ISO/IEC 17024

Certification “EURAIL-ING” Objectives of Certification To enhance the status, role and responsibility of engineers in society, To provide a framework for the reciprocal recognition of professional qualifications, To promote the training and qualification of engineers through an ongoing review of requirements, To give employers appropriate documentation of an engineer’s entire training background, To enhance the integration of Eastern European engineers into the international process of transformation, To enable employers to use the employment of certified “European Railway Engineers” (EURAIL-ING) as a special selling point, as well as To encourage railway undertakings to prioritise bids by companies that employ certified personnel.

Certification “EURAIL-ING” Reasons for Certification Economic development: Integration of European railways. Interoperability. The market for the railway business and industry develops at a European rather than a national level. National railways are privatised and cross national borders to expand their fields of activity. Railway services are increasingly being outsourced. Greater efficiency is sought to meet the challenges of keener competition from other modes of transport.

Certification “EURAIL-ING” The Purpose of the Certificate Technological and social changes within increasingly shorter intervals require consistent personal skills training and qualification. The certificate is intended to give railway engineers proof of qualification for their profession, an incentive for personal and professional development, proof of their skills, better employment opportunities, improved opportunities for career development, and greater professional mobility within Europe.

Certification “EURAIL-ING” The Purpose of the Certificate The certificate is intended to give railway administrations and undertakings greater security in selecting bids and awarding contracts to bidding companies.

Certification “EURAIL-ING” The Purpose of the Certificate The certificate is intended give companies operating in the railway business and industry better chances in tendering procedures based on evidence that they use certified staff; assurance that their staff renders high-quality service; criteria for screening and recruiting staff; an appropriate tool for an efficient and strategic planning of human resources; a quality label and promotional tool.

Certification “EURAIL-ING” The Purpose of the Certificate The certificate is intended to prompt universities and institutes of higher education: to offer similarly high quality training programmes to railway engineers which reflect European developments.

Certification “EURAIL-ING” Railway Engineers are engineers who hold diplomas, certificates or other state evidence of formal qualification as defined by the Council Directive on a general system for the recognition of higher education diplomas of 21 December 1988 (including Bachelor’s and Master’s degrees) and who work for railway undertakings, administrations or authorities, transport undertakings or administrations, in railway- specific research or teaching at universities or institutes of higher education or companies which plan, design and construct or supply materials, equipment or rolling stock specific to the railway industry. I‘m no EURAIL -ING!

Certification “EURAIL-ING” Impartiality / Neutrality The certification body shall use policies and procedures which are equally fair and equitable to all candidates. In particular, it shall comply with legal requirements, it shall not impede or inhibit access by candidates to certification unless required to do so by EN 17024, the certification body shall be independent and impartial in relation to its applicants, candidates and certified persons.

Certification “EURAIL-ING” Confidentiality and Openness Examinations shall be fair, valid and reliable. The methods for assessing candidates shall be evaluated every year. Persons who make the decision on certification shall not have participated in the examination or training of the candidate. The certification body shall document the conditions for use of the certificate as well as the rights for usage and representation.

Certification “EURAIL-ING” Organisation The target group shall be defined. The certification body shall document its structure to demonstrate that the certification body and its activities are guided by impartiality. This structure shall ensure that all parties significantly concerned in the development of policies and principles underlying the contents and function of the certification system are represented, as a rule by way of a committee at the top level of the organisation.

Certification “EURAIL-ING” Organisation Technical competence shall be ensured by a programme (steering) committee. The committee shall be involved in or informed of all decisions concerning the procedural approach and selection of personnel. All processes shall be documented. A documented management system shall be put in place.

Certification “EURAIL-ING” Requirements to be met by Applicants Minimum age: 28 years Degree: completion of engineering study programme (Bachelor, Master) of at least 6 semesters at a recognised specialised European college or institute of higher education railway-specific expertise foreign language skills (technical terminology) Practical nationally sponsored state examinations and examinations experience: organised by the railways several years of practical experience in Europe Professional ongoing professional development – participation in development: appropriate programmes every two years (minimum)

Certification “EURAIL-ING” Professional Development The following will be recognised as part of an engineer’s professional development: completion of state-recognised study programmes, verifiable responsibility for research tasks, participation in academic courses of a duration of three or more days, managing of professional development programmes including lectures, participation in further training programmes in-house, or for external staff, also participation in further training programmes of transport undertakings of a duration of two or more days, participation in courses provided by engineering associations of a duration of two or more days, participation in expert meetings (proof of attendance to be submitted for the past three years), specialist publications.

Certification “EURAIL-ING” To ensure consistently high quality in the use of track machines, To reduce damage caused by faulty operation, To prove competence in bidding documents to create confidence and security – a quality label for companies, To have an equivalent to (any missing) state-recognised credentials. Objective of Certification

Certification “EURAIL-ING” Applicants shall provide evidence that they have verifiable and current expertise in the following fields of knowledge: Design and function of track machines, Measurement and control systems of track machines, Maintenance of track machines, Operation of controls in track machines, Measures to remedy malfunction of track machines, Track geometry / track parameters as defined by railways in their guidelines, Track construction and maintenance procedures, Quality assurance for jobs done with track machines, Fire protection, health and safety at work. Objective of Certification

Certification “EURAIL-ING” Written examination 40 open and multiple-choice questions to be answered within 90 minutes Oral examination Individual examination of 30 minutes (optional) Practical examination using simulators and practical exercises. Examinations
