9 General Permitting Process in WV Pre-application meeting Application submission – Applicant places legal advertisement Permit reviewed for completeness within 30 days – Information requests/application revised – Completeness starts statutory clock Review period commences (provided no reason for denial) with draft permit/fact sheet Formal 30-day public notice period – Large projects often have public meetings – Answer comments – Revise the draft permit as needed Issue/Deny the permit Parties have 30 days to appeal to Air Quality Board

10 General Permit G70-A For oil and natural gas production facilities designed and operated for the purpose of oil and natural gas production located at the well site. Activities may include: – natural gas well completion operations; – separation of the condensate, – natural gas and water in gas production units; – additional separation of the natural gas, condensate, and water emulsion in heater treaters; – compression of the natural gas; – dehydration of the natural gas; – storage of the condensate and produced water; and – loading of tank trucks to transport condensate and produced water from the facility.
