7 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Incident Site Incident Commander (IC) is a trained and experienced responder who provides on-scene tactical control using subject matter experts (SME) and support from other functionals. On scene, the IC maintains legal authority and tactical control, including establishing a National Defense Area (NDA) with advice of Staff Judge Advocate (SJA). EOC Director serves as senior military representative to maintain military command authority over military resources as required by law. The individual responsible for all incident activities, including development of strategies and tactics and ordering and release of resources. The IC has overall authority and responsibility for conducting incident operations and is responsible for management of all incident operations at incident site. IC must be fully qualified to manage the response.

8 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Senior Military Representative The installation CC or EOC Director can request a SMR at the incident site. Liaison with media and outside agencies during high visibility incidents or to support the incident commander. Not required at a vast majority of incidents. On scene, unless a transfer of Incident Command authority occurs, the existing IC maintains tactical control. 8

The EOC Director provides oversight for the Installation Commander to support and control emergency response to incidents or high risk events Military representative to maintain military command authority over military resources as required by law.

Install MAAS, etc… The IC also establishes priorities during disasters based off requirements at incident scene EOC supports priorities by: Limiting resources to the highest mission priorities first, especially during complex incidents Coordinating with outside agencies for support 37
