3 MAIN IDEA U.S. moves Towards war NOTES In September of 1939 (invasion of Poland), F.D.R. persuaded Congress to pass a “cash & carry” provision that allowed nations to buy U.S. arms and transport them in their own ships. He hoped that by helping G.B. and Fr. the U.S. could stay out of the war. British women carry U.S. rifles sent to Britain under the lend-lease agreement

4 MAIN IDEA Axis Powers NOTES September 1940, Germany, Italy, and Japan signed a mutual defense treaty. If the U.S. declared war on any of the Axis powers, it would have to fight a two-ocean war.

5 MAIN IDEA Presidential Election of 1940 NOTES A Third Term for F.D.R. Americans were surprised that Roosevelt decided to run for a third term and break the tradition begun by George Washington. He gave two reasons for running again: experienced leadership and knowledge of European leaders. Although he faced opposition early on, he won the Democratic nomination and won the election with 54% of the popular vote. What are the possible negative outcomes of breaking such a long tradition? Do you think FDR should have ran for a third term? Why or Why not?

8 MAIN IDEA THE GREAT ARSENAL OF DEMOCRACY NOTES Lend-Lease Act - passed in March 1941. –Act allowed the president to lend or lease arms and other supplies to any country whose defense was vital to the U.S. –Support provided to Great Britain and later USSR after the German invasion in June of 1941. –The “enemy of my enemy is my friend.” - FDR

10 9 The U.S. moves Towards war Atlantic Charter –A joint declaration of war aims between the U.S. and Great Britain. –Pledged collective security, disarmament, self- determination, economic cooperation, and freedom of the seas. –Became the basis for the “A Declaration of the United Nations.” Throughout 1941, German attacks on U.S. ships increased.
