6 ILC MAC April 07 Global Design Effort European R&D: 6 Developments in 2006-07 European FP7 initiatives fully integrated in overall R&D plan by extensive consultation with R&D board and endorsement by EC (see later). Increasing alignment between national programmes and overall R&D plan: e.g. UK programme (LC-ABD) submitted by PPARC to R&D board and its recommendations, together with those from individual accelerator experts from GDE, were the major influences on the approved programme.

7 ILC MAC April 07 Global Design Effort European R&D: 7 Developments in 2006-07 Russian R&D - mostly through Dubna, also Novosibirsk and other labs - now also becoming integrated with global R&D plans, but more needs to be done. Total JINR funding in 2006 - 510 k$ (personnel 300 k$ + travel 60 k$ + R&D 150 k$).

8 ILC MAC April 07 Global Design Effort European R&D: 8 Developments in 2006-07 2007: Construction of photoinjector prototype; LINAC-800-based test-bench with electron beam; development of power supplies for RF system; metrological laser complex; development and design of cryogenic modules & supply. Calculation of electrical and magnetic fields; engineering survey and design works; electron cooling method; LEPTA project; FLASH; diagnostic systems; magnets for damping rings; diagnostics for large cryogenic systems. Total 900 k$ (personnel 580 k$ + travels 90 k$ + R&D 230 k$) - almost factor 2 increase.

9 ILC MAC April 07 Global Design Effort European R&D: 9 Developments in 2006-07 CERN involvement planned to decrease. No explicit ILC money in DG’s White paper plan due to be submitted to Council in June. CERN will continue to be involved via a handful of key people but even that will decrease due to retirements.

12 ILC MAC April 07 Global Design Effort European R&D: 12 Calls for EU funding in FP7 First FP7 call is for “Preparatory Phase” and is intended for projects on the ESFRI Road map. Deadline is May 2 nd. PP scheme is meant to take mature projects over the final threshold to construction. ILC is eligible since it is on the European particle physics roadmap, which was assimilated into the ESFRI roadmap. The EU Commission ruled that only 2 projects were sufficiently advanced to be eligible for PP funding: the LHC upgrade, and ILC.

13 ILC MAC April 07 Global Design Effort European R&D: 13 European SCF in FP7 There are 35 eligible projects. If all were funded equally, each would receive 2 MEuro; the minimum is 1MEuro, the maximum 7 MEuro. The funding is divided into two main categories: siting, governance, access, legal questions, management studies etc; and for all other technical questions that play a key role in realising the infrastructure. The “technical” part of the project must not exceed 50% of the total requested budget. The total requested in this proposal will be ~ 7 MEuro.

14 ILC MAC April 07 Global Design Effort European R&D: 14 European SCF in FP7 Scheme is not ideally suited for the ILC! Nevertheless, possible to adapt GDE activity steered through R&D Board so that it can be presented in the appropriate EU “box”. To fulfil the requirement that the technical part should be less than 50%, we request salaries of people who would otherwise be paid for by their own laboratories, such as BF, E. Elsen.

15 ILC MAC April 07 Global Design Effort European R&D: 15 European SCF in FP7 Summary: prepare sites within Europe (including Russia) and explore with governments mechanisms for site proposal and selection; to develop models for governance of an ILC laboratory; FALC Chair is a member of collaboration; develop outreach materials and strategies in many EU languages. On technical side, goal to make 30 cavities integrated into S0,S1 programme; close interaction and synergy with XFEL facilities to build and test high-performance cavities and modules and to develop EU industrial capacity to produce substantial fraction of the ILC SC modules.

16 ILC MAC April 07 Global Design Effort European R&D: 16 EuroTeV Mark II in FP7 The pp bid is deliberately limited to SCRF since we think this is the best strategy to get technical effort from this scheme. There is a great deal of other activity currently supported by EuroTeV that needs to continue. Suitable calls will come over next year; we can integrate the requests with the R&D board guidance. Since a lot of instrumentation is common with CLIC one politically attractive plan is to develop a common package.

17 ILC MAC April 07 Global Design Effort European R&D: 17 Summary The European R&D effort is diverse, supported by a number of EU initiatives and strong national programmes. Excluding XFEL synergies, European programme has 250 FTEs & total budget 21 MEuro. In general, expected funding profile for the national programmes over EDR period approximately flat. There are good prospects for continuing to get EU funding over the EDR period. The EU proposals can be well integrated into the overall R&D effort through RDB. Increasingly, national programmes are also fully integrated into the overall R&D programme.
