Chapter 2: Freedom Movement for Workers M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 2: FREEDOM MOVEMENT FOR WORKERS II INSURED PERSONS OF HEALTH INSURANCE FUND OF MONTENEGRO – TEMPORARY STAY IN ABROAD Under the same conditions and in the same way, they have a right on health care during a temporary stay in all these countries Health care costs during temporary stay between competent institutions will be calculated on bases of actual costs

Chapter 2: Freedom Movement for Workers M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 2: FREEDOM MOVEMENT FOR WORKERS TRAVEL IN ABROAD WITH PURPOSE TO OBTAIN THE BENEFIT IN KIND In accordance with Article 16. of Health Insurance Law, montenegrian insured persons, within the right on health care, have a right on medical treatment outside of Montenegro prior authorization - Medical treatment in the former republics of Yugoslavia, The first level of medical commission - Medical treatment in other coutries – commission for medical treatment in abroad - Proposal from the Council of doctors

Chapter 2: Freedom Movement for Workers M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 2: FREEDOM MOVEMENT FOR WORKERS PLANNED ACTIVITIES  Montenegro has so far concluded an arrangement on the use of the European Health Insurance Card or certificate of European card, with two EU Member States, with Slovenia and Germany  Montenegro is willing to conclude similar bilateral arrangements with all other interested EU Member States

Chapter 2: Freedom Movement for Workers M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 2: FREEDOM MOVEMENT FOR WORKERS PLANNED ACTIVITIES  It is estimated that it will not be possible for Montenegro to provide for montenegrian insured persons the use of health care abroad, on the basis of European Health Insurance Card, prior to the accession to the European Union.

Chapter 2: Freedom Movement for Workers M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 2: FREEDOM MOVEMENT FOR WORKERS PLANNED ACTIVITIES  As of accession date the Montenegro will be prepared to implement : - Decision No. S1 in relation to the European Health Insurance Card - Decision No. S2 on the technical specifications of the European Health Insurance Card - Decision No. S3 defining the benefits covered by Article 19 (1) and 27 (1) of Regulation (EC) no. 883/2004 of the European Parliament and of the Council, and Article 25 (A) (3) of Regulation (EC) no. 987/2009 European Parliament and Council of 12.06.2009.  Enable all insured persons to use European Health Insurance Card
