2 ESA Reorganisation While before the whole Space System aspects were dealt within a same Directorate, the new organisation is now:  TEC (Technical and Quality) Directorate covers the Space Segment  OPS (Operation and Infrastructure) Directorate covers the Ground Segment Technical space standards are covered by the ESB (Engineering Standardisation Board)  Harmonisation on policies and positions  Harmonisation of resources (budget + people) coming from TEC and OPS  Liaison with ECSS and CCSDS ESA contributes to  ECSS Management and Quality standards Space Segment technical standards (mechanical, electrical) -> ISO  CCSDS End-to-end data / communication systems

3 ESA Resources ESA level of support represents ~ 5 my including  Permanent staff  Supporting contractors European effort (e.g. ASI, BNSC, CNES, DLR, ESA) represents ~ 9 my  This level of effort could potentially be better utilised  Harmonisation effort at European level is desirable and is envisaged ESA is implementing a new station baseband system (TMTCS) fully compliant with SLE standards  Elements of that system implementing the standard could be made available to CCSDS Member Agencies  The modalities of such a possibility will have to be discussed at the next CMC

4 ESA and OMG participation ESA has hosted the joint OMG – CCSDS meeting at ESOC  Agreements on cooperation principles for 2005 have been reached  CSSDS working procedure remain unchanged  OMG may attend the CCSDS 2004 Spring and Fall meetings  OMG proposes to organise the joint hosting of meetings  OMG proposes to support CCSDS architecture design based on OMG technology ESA position  ESA will not participate in any OMG initiative if it is not placed in the framework of this cooperation agreement

5 ESA Missions Many ESA missions are of scientific nature and require standards at the edge of technology  Deep space missions  Planetary missions However these mission have to be cost effective and should rely on appropriate CCSDS standards Conversely such standards which should be able to allow cost effective implementation for complex scientific missions should also be able to support effectively the other type of missions  Qui peut le plus, peut le moins!

6 ESA Concerns Increase of BOFs  There is a noticeable increase of BOFs while resources are still missing to progress on approved WGs  A BOF should not in principle use any official Agency resource and therefore no claims can be made that resources are missing on BOFs Deficit of resources  There is in some case a mismatch between what is required by a WG and what Agencies have made available  Therefore the planning has to be updated to reflect this situation
