AIAA Aerospace Sciences Group TC Presentation AIAA Aerospace Sciences Meeting Grapevine, TX 7-10 January 2013

AIAA Topic: Conference Attendance A quick review…  Excessive cost at Government sponsored conferences  Punishment for the many General Services Administration Conference  http://www.foxnews.com/politics/2012/08/01/gsa-holds-conference-at- luxurious-opryland-as-house-convenes-hearing/ http://www.foxnews.com/politics/2012/08/01/gsa-holds-conference-at- luxurious-opryland-as-house-convenes-hearing/  GSA Las Vegas conference was $840K and paid for by the US taxpayers Veterans Affairs Conference  http://www.foxnews.com/politics/2012/08/24/conference-expense-list-details- millions-spent-by-va-in-latest-federal-waste/ http://www.foxnews.com/politics/2012/08/24/conference-expense-list-details- millions-spent-by-va-in-latest-federal-waste/  Wasteful spending on Patton parody (see figure)  2 conference price tag of $5 Million 2

AIAA Topic: Conference Attendance Fall-out  New scrutiny for government employee attendance at non- government conferences – A new DoD policy was due by January – The policy will likely be “added to” by individual government agency  DoD employees may (will?) have difficulty attending conferences in the near future. – Reduced level of government attendance at ASM very likely – No US Army employees were known to be granted approval to attend ASM 2013. – Last minute (1/2/13) approval for USAF attendees at ASM 2013. – Last minute approval for NASA personnel to attend ASM 2013 This was on top of an already stated goal to reduce DoD travel costs by 30% as compared to FY2010 travel 3

AIAA Topic: Conference Attendance Path forward  Unknown at this time  Level of participation of government employees at future conferences is uncertain  New policy updates are expected Update from AIAA staff  Multiple letters sent to Congress  AIAA Public Policy Committee actively working on Capitol Hill  Other professional societies are also impacted – Canceled annual meetings: American Astronautical Society, AWS – Canceled AHS Hampton Roads Chapter HELMOT meeting in October – Consolidation of meetings for reduced travel 4

AIAA Topic: Conference Attendance AIAA Effort  Letter from AIAA to Speaker John Boehner and additional members of Congress  Signed by AIAA President Mike Griffin  Signed by AIAA Executive Director Sandra Magnus Aerospace Professional Community  Joint signed letter to relevant Senators and House of Representative members  Signed by AIAA, AAS, AGU, AHS, AMS, AIA, CSF, NSS, SIA, SSPI, Space Foundation, STA, Space Enterprise Council, USRA 5

AIAA Topic: Conference Attendance From AIAA Staff  Working several parallel efforts to explain our events and to justify participation in them to the responsible executives in each agency.  Public Policy Committee (PPC) is working to modify legislation to soften the conference limitations for technical activities since lessons learned are most often passed on informally at events like ours.  PPC is working with OMB to mitigate some of the severe limitations on events, by showing AIAA’s New Event Model (NEM) is already accomplishes much of what is desired financially while creating greater value and enhancing the effectiveness of event participants.  Providing our client agencies with data as they attempt to gain approvals for their own participation and being responsive to requests to help gain approvals for specific events. 6

TAC Topic: New Event Model (NEM) AIAA Staff is studying hotels/conference centers for size  Previously selected ASM hotels are planned for ASTF (SciTech)  Planning for 2014 has started Rolling out some features prior to 2014  ITAR sessions (US Only) at 2013 JPC  Aviation 2013 Forum Dates and Locations for 2014  ASTF Winter => SciTech January 13-17, National Harbor MD  ADSF Winter/Spring => DEFENSE TBD, TBD  AAAF Early Summer => AVIATION June 16-20, Atlanta GA  APEF Mid Summer => Propulsion and Energy July 28-30, Cleveland OH  ASAF Late Summer => SPACE August 5-7, San Diego CA 7

TAC Topic: NEM Forum Organizing Structure 8 Similar to current ASM/NHF/Expo Structure

TAC Topic: Science & Technology Forum (SciTech) Aerospace Sciences Meeting  Currently aligned TCs  AFM, APA, MVC, PDL, FD, AMT, AA, TP, ASE, GT Guidance, Navigation, and Control Conference realigning  GNC TC moving from August  Modeling & Simulation TC moving from August  AFM TC will increase their sessions and participation ASME Wind Energy Symposium Structures, Structural Dynamics, and Materials Conference Adaptive Structures Conference Non-Deterministic Approaches Conference Gossamer Systems Forum Multidisciplinary Design Optimization Specialist Conference 9

TAC Topic: Science & Technology Forum (SciTech) 10 Executive Steering Committee Led by Executive Chair Technical Program Chair Forum Organizing Committee Led by Forum General Chair Representatives from TCs/PCs Representatives from co-located symposia, workshops Programs, Systems, Integration Chair* Public Policy Chair Education Chair International Chair Corporate Engagement Chair Etc. Technical Program Committee Led by Technical Program Chair (formerly Conference General Chair)  Chair rotates between AS, ADS, and IS Groups  One deputy each from the non-chair groups  Chair and deputies sit on Forum Organizing Committee Representatives from other societies (ASCE, ASME, etc.) 2-3 high-level representatives from industry, gov’t, academia *Lead and deputy (1 from ETM Group and 1 from PCs) Expanded Organizational Structure

TC Topic: Web Pages Web Pages…  Each TC needs a web master and a back-up/helper  Great location to share information (e.g. minutes, charter, award process, photos)  This is your face to the outside world for new AIAA & TC members  Most ASG TC web pages are stale, forgotten orphans TAC web site  https://info.aiaa.org/SC/TAC/default.aspx https://info.aiaa.org/SC/TAC/default.aspx  Provides numerous documents (e.g. Chair manual, Self-Assessment) ASG web site  https://info.aiaa.org/tac/ASG/default.aspx https://info.aiaa.org/tac/ASG/default.aspx  Has links to the various TCs  Needs improvement 15
