School Improvement  The Vision  Going Forward  Legal Authority  Plan Components  Problem-Solving School Improvement Plan and Problem Solving A collaborative, data-based problem-solving and planning process in every school and district which leads to increased student achievement, facilitated by an online tool configured to accomplish the following:  Improve local decision making by presenting Florida’s current and emerging data sources (school grades, FCAT, value added model, interim assessments) to principals and district administrators in the context of school improvement planning and data-based problem solving  Reduce administrative burden by consolidating and aligning various required state and federal plans  Increase the degree to which successful local innovations are shared across Florida’s districts. 10

What is the 8-step problem-solving process? 11

Step 1. Identify Goal for Target BSI 2013 Summer Academy 12

What is the 8-step problem-solving process? 13

BSI Summer Academy 201314

Step 1 Identify the problem or goal in concrete, descriptive, behavioral, measurable terms

Step 1: Problem/Goal Identification Example Actual: 33% reading proficiency (all students) Target: 58% reading proficiency Goal: Increase reading proficiency, as measured by FCAT 2.0.

How will the SIP web application work? 17

What is the 8-step problem-solving process? 18

Step 2: Problem Analysis- Resources/Barriers Identify all potential resources/ ideas for resolving the problem or achieving the goal, and all obstacles that must be overcome/reduced Brainstorm Resources and Barriers

Step 2: cont… District support Monthly professional development days Data Specialist/Support Administrators: instructional leaders Volunteers District new teacher mentoring program Too many assessments No access to data Time Data is collected but not utilized to inform instruction New teachers High number of student absences Limited opportunity for professional development No instructional coaches Too many initiatives Instruction and assessments do not align Teachers lack content knowledge Teachers do not routinely engage in Instructional best practices ResourcesBarriers

Step 2: cont.. What resources would your team include? What additional barriers would your team include? BSI Summer Academy 201321

Step 2: cont… District support Monthly professional development days Data Specialist/Support Administrators: instructional leaders Volunteers District new teacher mentoring program Too many assessments No access to data No time to do everything Data is collected but not utilized to inform instruction New teachers High number of student absences Limited opportunity for professional development No instructional coaches Too many initiatives Instruction and assessments do not align Teachers lack content knowledge Teachers do not routinely engage in Instructional best practices ResourcesBarriers

What is the 8-step problem-solving process? 24

Step 3: Problem Analysis/Barrier Selection Select one barrier from the list: Prioritize by choosing those barriers that are: Immediately actionable Foundational Wide reaching Other obstacles will be selected later.

Step 3: Barrier Selection Example Systematic support for teachers is lacking. Alterable Organizational Actionable Too many assessments No access to data No time to do everything Data is collected but not utilized to inform instruction New teachers High number of student absences Limited opportunity for professional development No instructional coaches Too many initiatives Instruction and assessments do not align Teachers lack content knowledge Teachers do not routinely engage in Instructional best practices Prioritized Barrier 1 Barriers

What would your team select? Resources Barriers BSI Summer Academy 201327

What is the 8-step problem-solving process? 29

Step 4: Intervention Development Brainstorm strategies to reduce or eliminate only the obstacle selected. These are only ideas Not limited to ideas on resource list

Step 4: Intervention Development/Brainstorm Strategies - Example Lack of Systematic Support for Teachers Possible Strategies to Reduce Barrier: Teacher leaders can provide coaching/mentoring support Schedule professional development for data analysis and use Guided data-driven lesson planning during common planning Align district new teacher mentoring support with school needs

BSI Summer Academy 201332 What would your team add to these strategies?

What is the 8-step problem-solving process? 33

What is the 8-step problem-solving process? 34

Step 5 : Intervention Development & Follow Up Identify plan of action, specifying who, will do what, and by when to eliminate barrier. WHO? Name or title WHAT? Detailed description of strategy WHEN? Specific dates Establish detailed procedures for following up with person(s) responsible to ensure steps are completed. Prompts for action Periodic updates Additional support needed

Step 5: Intervention Development Example Team leaders/lead teachers can provide instructional mentoring/coaching Identify team leads Who? Administration When? 8/1/13 Develop plan for team lead “coaching” support (e.g., modeling, guided planning) Who? Administration When? 8/1/13 Lead teachers will support teachers based on expectations Who? Administration When? 8/19/13 BSI Summer Academy 201336

Step 5: Intervention Development Who will support lead teachers? How? Initial meeting to set expectations for implementation » Who? Administration » When? 8/1/13 » What? Plan meeting Ms. Smith and Mr. Jones on 7/25/13 » What? Mrs. Turner will check in on 7/18/13 to see if any help is needed Weekly support meetings » Who? Administration » When? Weekly starting 8/22/13 BSI Summer Academy 201337

Step 5: Intervention Development Considering your team’s problem solving: What is the strategy selected for action planning? Who will support the implementation? How? BSI Summer Academy 201338

Steps 7 and 8: Evaluation Plan- Is it working? Develop a plan describing how you will know if: – Your action plans developed in Step 5 are reducing/eliminating the barrier you identified in Step 3 – Needs to include: who will be responsible for collecting and analyzing what by when Develop a plan describing how you will know if: – You are attaining the goal identified in Step 1 Are we on track to meet our target? – Needs to include: who will be responsible for collecting and analyzing what by when

Steps 7 and 8: Evaluation Plan- Is it working? Example BSI Summer Academy 201347 Step 7: Did we eliminate or reduce the barrier? How will we know? Interview/survey “coached” teachers to determine perceived support Calendar for supporting teachers Logs of time supporting teachers Lesson plans Step 8: Are we on track to reach our target? Did we reach our target? How will we know? – FAIR reading comprehension data. FSP – Ongoing Benchmark assessments
