3 3 DOI Environmental Database Training Guide (continued) Slides 12-21 & 25 – Add a New EDL Site Fill out General Information page (Slides 12-16) Fields designated with * are required to move to the next page, but all field are necessary The Site Description field can be used to identify the problem (e.g., the contaminants of concern, media affected, problems encountered, etc.) The User can add notes by selecting the Add Note button The User can attach an electronic document (from the Users desk top) by selecting the Attach button

4 4 DOI Environmental Database Training Guide (continued) Slides 12-21 & 25 – Add a New EDL Site Fill out Likelihood page (Slide 17) Select the appropriate liability status: probable, reasonably possible or remote based on the likelihood of a future outflow of resources (costs) If a future outflow of resources (costs) is probable (likely to occur), select the applicable reason for this designation If the likelihood is reasonably possible (less that probable but greater than remote) or remote (only slight), indicate if the financial responsibility is Government Acknowledged (GA) –GA sites are rare –Examples include cleanup activities on BIA Trust lands and associated with natural disasters

5 5 DOI Environmental Database Training Guide (continued) Slides 12-21 & 25 – Add a New EDL Site Fill out Estimated Costs page (Slide 18) Provide a date the last estimate was created or updated User can provide estimated ranges for interim-action costs (e.g., Study, Cleanup, LTM) or provide a single amount (single amounts are recorded in the Lower Limit cell) If the Total Cleanup Cost (bureau’s responsibility) is known, User can record the total costs in the Cleanup cells Provide an estimated date of completion for each activity (in quarter and year) and the actual date of completion (when known) Provide some general information on the quality of the estimate (select from pull-down lists)

6 6 DOI Environmental Database Training Guide (continued) Slides 12-21& 25 – Add a New EDL Site Fill out Liability page (Slide 19) List known Responsible Parties (RPs) (other than self) Record the percentage (if known) of the total cleanup costs (including all RPs) for which the bureau is responsible –The amount recorded on the Estimated Costs page is the costs for which the bureau is responsible –If the percentage has not been determined, default to 100% Review Summary page, and if correct, route site for Review/Approval (Slide 25)

7 7 DOI Environmental Database Training Guide (continued) Slides 22-25 – Revise/Edit or Remove an EDL Site Select Search/Edit Revise/Edit an existing EDL Site –Select Site Code to access the General Info, Likelihood, Estimated Costs, and Liability pages –Edit as appropriate –Route for Review/Approval (Slide 25) Remove an EDL Site from the inventory (Slides 23-24) –Select Remove Site button –Document reason for removing site (attach closure documents (e.g., No-Further-Action letter), if available Slide 26 – Reviewers and Approvers direct access to changed EDL Sites Slides 27-30 – Run a Report Slides 31-32 – Complete the Process

10 10 First Time Users Registration Fill Out - Select the appropriate User Access – Submit 10

11 11 EDL User Options After completing User Registration and logging in for the first time, the User will be presented with 6 options 1. New EDL Site 2. Search / Edit 3. Reporting 4. Review / Approval 5. Admin 6. Workgroup

12 12 New EDL Site - Select Facility and Region If the new site is within an existing facility or add new facility name 12

13 13 New EDL Site - Select Site Type The Site Type field allows users to identify other comparable EDLs

14 14 New EDL Site - Select Affected Media, COCs Select Affected Media and up to four Potential Primary Contaminants of Concern (COCs), in order of importance. 14 Quick access to specific chemicals by repeating the first letter (e.g., p, p, p…)

15 15 New EDL Site - Select Site Stage The Cleanup progress can be tracked by the Cleanup Stage

16 16 Provide a short description of the site

17 17 New EDL Site – Likelihood - Probable Agreements/documents can be attached and stored in database 17

18 18 Provides a level of confidence in the cost estimate Estimated Costs Page User can download the Cost Estimate Documentation Sheet to their desktop by selecting this link option 18

20 20 EDL Site - Add Note Button Allows user to document pertinent site information, such as the site problem (e.g., PCBs in soil from past transformer storage), etc. 20

21 21 EDL Site - Attach Document User can attach Cost Estimate Documentation Sheet (if completed), or other pertinent documents including: RI Summary Site Map Study Results Contractor cost estimates NFA Letter Adds an electronic document from your desktop directory 21

22 22 To edit or remove a site From the EDL Inventory, search for site by selecting the applicable Region, or typing in the Site Code (if known) and Select Search Type in Site Code (if Known) Pull down Region Select Search 22

23 23 To Remove a site (work completed) select Remove Site To edit a site select the Site Code Then edit applicable pages (slides 12-21)

24 24 EDL Site –Remove From Inventory Archiving an EDL Site will remove it from the EDL Inventory list for the current quarter as well as all future quarters. Only users with administrative privileges can un-Archive an EDL site. 24

25 25 Route Site For Review and Approval When all edits are completed, review the Summary Page and if correct, Route for Review and Approval from bureau administrative personnel

26 26 Bureau Reviewers and Administrators can access changed EDL Sites directly by selecting the Review/Approval Button My Facility / My Site Approval

27 27 USER OPTIONS - Reports Choose EDL reports from the following sections: 1.EDL Site Details 2.EDL Cost Summaries 3.EDL Site Statistics 4.Multi-listed EDL Sites 27

31 31 Complete the Process Fill out an Evaluation Form to provide essential feedback Remember to Logout after completing the Evaluation Form

32 32 Fill out an Evaluation Form and Submit then Logout Environmental and Disposal Liability

33 Review/Approve or Unroute a Removed Site Bureau Admin approves EDL Site Removal Reviewers and Bureau Admin can Unroute EDL Site for additional edits or if Site should NOT be Removed from active Site list 33
