1 Economic Evaluation Program for Transmission Planning in Competitive Power Market 2006. 11. 30. LEE, SANG-HO Fusion Technology Research Lab. K-EMS Development (Korean Energy Management System)

2 2 Main Usage A method to evaluate the transmission expansion planning in competitive power market Analysis tool to reduce the congestion cost Analyze the effect of generators and consumers’ location Other Examples ABB (GridView) : congestion cost analysis and transmission planning evaluation CAISO (TEAM: Transmission Economic Assessment Methodology )  Analysis of consumer surplus, supplier surplus and social surplus due to new transmission expansion  Using PLEXOS (Drayton Analysis) - market simulator

3 3 Definition of Congestion Cost Social Surplus Social surplus = Supplier surplus + consumer surplus + congestion surplus Congestion cost : difference of social surplus due to congestion Economic evaluation of transmission facility : difference of social surplus due to transmission facility Weak point : hard to get the consumer’s benefit function Alternative idea for social surplus Assumption : consumer is inelastic to price ∆(social surplus) ≈ ∆(production cost) Suitable for Korean power system
