CAREER DEVELOPMENT EDUCATION AND CHANGE? Adapting current practice to prepare youth for a world in which change is constant.

PRESENTATION PURPOSE 1.Overview of the world of work 2.Where the opportunities are 3.What school districts can do differently to better prepare students for their lives after school. 4.Two examples

CAREER AND LIFE TRAJECTORY HAS CHANGED  Society has changed from predictable, solid state to a liquid one  Work is now a complex social phenomenon, requiring people to be strategic and flexible in career planning.  Modern societies tend to consider work as offering us a major opportunity to fully achieve oneself.

THE PERFECT STORM

MEGA TREND 1: THE GREAT RECESSION  Global economy in throes of worst economic storm in century  Jobs in jeopardy (technology, outsourcing, self-serve)  Slow, faltering recovery  Governments in record debt

MEGA TREND 2: AGING POPULATION  Declining birth rate since 1967  Later marriage & fewer children  Boomers retiring (1947—age 65 in 2012)  Growing concern: Dependency Ratio  Immigration can’t offset natural decline

% OF CANADIANS BETWEEN 15-64

MEGA TREND 3: UPSKILLING OF JOBS

MEGA TREND 4: UNPREPARED WORKFORCE

THE PERFECT STORM…… How are youth weathering the storm?

“The linear path from school to career, home ownership, and family has disappeared.” Community Foundations of Canada, October 2012 CONDITIONS IN THE TALENT PIPELINE 100 Grade 9 Students: <30 will graduate without delay with a post- secondary degree, diploma, certificate 14-20% youth unemployment (Statistics Canada) 39% mal-employed or underemployed (Sun Life Financial Canada Poll of 18-24 year olds, November, 2012) 90% of Youth 18-24 feel Excessive Stress. Why? Economic instability and underemployment (Sun Life, Nov 2012) 2013 summer jobs at lowest level since 1977 (C.D. Howe Institute)

CAREER ENTRY FEE IS HIGH AND OFTEN WASTED By 2031 approximately 77% of the workforce will require a post-secondary education or training. Over the past third of a century all net job growth has been generated by positions requiring some post-secondary education.* BUT through uninformed choices, the education is often wasted.** *Jobs of the Future: Options and Opportunities, Rick Miner, PHD, March 2012 **Pathways to Prosperity, 2011 Harvard Graduate School of Education

LABOUR SUPPLY SOURCES 19

So, what is the role of the BC education system in preparing students

BC’s Education Plan is based on a simple vision: Capable young people thriving in a rapidly changing world. BC’s Education Plan January 2015 Update

CAREER DEVELOPMENT  The research emphasizes that no two students learn the same way or at the same pace and that effective learning is far more than just memorizing information – it is really about getting students to apply their knowledge in real-world settings. The best outcomes are achieved through learner-centered approaches that are sensitive to individual and group differences, that promote inclusive and collaborative learning, that harness students’ passions and interests, and that deliver tailored feedback and coaching.  (Page 5)

CAREER DEVELOPMENT A more targeted focus on training for high-demand jobs More up-to-date and useful labour market information A head-start to hands-on learning Seamless pathways to further skills training and in-demand careers.

CAREER DEVELOPMENT FOCUS LEAD BY MINISTRY OF EDUCATION A range of new online tools including a Careers Skills and Training Toolkit for school district career programs, has been launched. A new Superintendent of Trades and Student Transitions. Graduation program policies have been changed to provide more flexibility for skills-training courses and credits. New initiative in the applied skills area.

CAREER AND SKILLS TRAINING TOOLKIT The toolkit provides resources to help districts build their capacity for Career Programming.

WHERE ARE YOU AT? No matter where you’re at in career program development, it’s vital to perform regular evaluations to make sure things are on track. Complete a Self-Evaluation 1.Where are we now? (Issue) 2.Where do we want to be? (Goal) 3.How will the plan help to meet the needs of the community/region and province in terms of filling labour market shortages? (Is goal compatible with district and community goals and needs) 4.How do we get there? (Plan) 5.How do we measure our progress?
