5 UNCLASSIFIED CREATING AN APAN ACCOUNT example.mil@mail.mil Go to https://www.apan.org and click the green “Create an Account” button near the top right. https://www.apan.org Fill out the form; use your.mil account. Enter the displayed code to verify you’re a human Click the blue “Continue” button

6 UNCLASSIFIED CREATING AN APAN ACCOUNT Find the email message from APAN support (you may have to check your “junk” folder) Follow the instructions – “click the link to validate your e-mail and continue the registration process”

7 UNCLASSIFIED CREATING AN APAN ACCOUNT Completely fill out the “Join” form. Ensure the first name and last name fields are correct and not transposed, as your username will generally be firstname.lastname Select and remember your security image, as you will be prompted for it every time you log in to APAN Check the box to “Accept” the terms of use and privacy policy (links to read each documents are listed) Click the green “Create your Account” button.

8 UNCLASSIFIED CREATING AN APAN ACCOUNT When your account is successfully created, you will see a confirmation screen with your username. Click “Sign In” to sign in to APAN for the first time. The system will also email a confirmation message that contains your username for future reference.

18 UNCLASSIFIED Questions to ask yourself before posting to ERN 1.Is the information unclassified? 2. Does it meet PAO guidance? 3.Is any of the information listed on the CIL? 4.Do you own this information? 5.Why are you posting it? 6.Is it on the Information Exchange Requirements (IER) Matrix? 19 UNCLASSIFIED In order to apply FOUO caveat, info must fall into one of these exemptions 1.Info that is currently and properly classified 2.Info that pertains solely to the internal rules and practices of the agency that, if released, would allow circumvention of an agency rule, policy or statute 3.Info specifically exempted by a statute establishing particular criteria for withholding 4.Info such as trade secrets and commercial or financial info obtained from a company on a privileged or confidential basis that could result in competitive harm to the company, impair the govt’s ability to obtain like info in the future, or impair the govt’s interest in compliance with program effectiveness 5.Inter or intra-agency memos or letters containing info considered privileged in civil litigation, such as evaluations, opinions, and recommendations 6.Info which would reasonably be expected to constitute a clearly unwarranted invasion of the personal privacy of individuals 7.Records of info compiled for law enforcement purposes 8.Certain records of agencies responsible for supervision of financial institutions. 9.Geological and geophysical information (including maps) concerning wells. 20 UNCLASSIFIED Partnership – We are in this together – USG is partnering with African and international partners to assist – USAFRICOM is supporting the USAID-led effort – By invitation of GoL, USG is directing US forces to support USAID – We are working within guidelines of CDC, technical lead of Ebola outbreak – We are concerned for people of West Africa and saddened by the suffering Training and Capacity Building – AFRICOM is supporting the necessary training and education for healthcare workers – Development of additional training and treatment units will augment the GoL effort Response to Crisis and Humanitarian Assistance – USAFRICOM works in support of USAID to assist GoL to end the EVD outbreak – We are committed to containing the Ebola virus by assisting the international efforts Protection of US Personnel – USAFRICOM will protect US citizens and interests in our AOR and the health of US forces – We continually plan and evaluate options to sustain our mission and provide continuity PAO Themes and Messages

22 UNCLASSIFIED CAN DO Share, post and pass unclassified information with interagency and host nation partners Disseminate maps depicting locations of hospitals and treatment sites Post images to be shared after PAO review Post messages and chats containing unclassified data/coordination Publish and share requests for support Publish unclassified SITREPS and INTSUMS CAN’T DO Post or upload items containing Critical Information List (CIL) items Release details of missions/operations Post entry and exit procedures Provide details of DV travels including arrival and departure times, itineraries Post personnel rosters or other Personally Identifiable Information (PII) Post unit IT critical infrastructure capabilities, vulnerabilities, degradations or outages APAN USER CODE OF CONDUCT ** FOUO information cannot be posted to the APAN ERN page.

24 UNCLASSIFIED All UNCLASSIFIED (FOUO) are not required to go through the FDO process. All UNCLASSIFIED information needs to be from UNCLASSIFIED sources. FOUO must be removed prior to posting on Ebola Response Network (ERN). Being UNCLASSIFIED means no contact information or sources or methods even at the UNCLASSIFIED level. RULES OF ENGAGEMENT
