2 EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE BASQUE COUNTRY INSPECTORATE OF EDUCATION. DEPARTMENT OF EDUCATION, LINGÜISTIC POLICY AND CULTURE Objectives of this session To agree on a common terminology about school governance, in order to ensure the understanding among partners and to achieve the accurate expression of the outputs. To know the school governance structures in order to situate correctly the position of school leaders whom inspectors evaluate. To identify common roles, position... whatever that could be strength when we face the guide on school leaders' evaluation, as well as identify differences that could become obstacles to reach a useful tool.

DEPARTMENT OF EDUCATION, LINGÜISTIC POLICY AND CULTURE A short explanation about each country's school governing bodies: England, Lithuania, Romania, Portugal, Basque Country, Cyprus. (70') A common list of words and expressions that need to be clarified, and the approval of the most accurate termonology. (15') From the partner's point of view, what are the most relevant common aspects that could be helpful in order to achieve our goals. Each partner should write at least two aspects after listening all the explanations. Four partners will focus on this subject. One of them will act as secretary. Same working outline in regard to relevant divergences. (30')

It is responsible for the basic, essential decisions concerning school life. The basic composition is stated by legislation, but schools can modify it, as long as the minimum composition is kept.  To approve and evaluate projects, rules, annual planning.  To take part in the head teacher selection process.  To know the resolution of disciplinary procedures.  To propose actions in order to improve school respect and tolerance among school members.  To foster equality between women and men, and to appoint one member in charge of this matter.  To analyse and evaluate the overall functioning including school results in external evaluations. DEPARTMENT OF EDUCATION, LINGÜISTIC POLICY AND CULTURE Teaching staff It is a participatory body, made up by all the teachers who work in a particular school. It is in charge of planning, coordinating, and informing about any educational aspects. It is led by the head teacher. To make proposals for the Educational Project, as well as for the Annual Plan of educational activities. To determine criteria concerning guidance, tutoring, assessment and procedures to help students pass the subjects they have failed. To choose their representatives in the School Board. To foster pedagogical research, innovation, and teacher training. To analyse and evaluate the overall functioning including school results in external evaluations. To inform about school organisation and functioning. To know the resolution of disciplinary procedures, and to ensure the observance of regulations. To propose actions in order to improve respect and tolerance.

DEPARTMENT OF EDUCATION, LINGÜISTIC POLICY AND CULTURE School Management Team Minimum composition: head teacher, head of studies and secretary. To design the Management Project, the Annual Plan, the Annual Report... which will be approved by the School Board. To coordinate and ensure the compliance of the Annual Plan, and to inform the School Board about it. To make proposals to the School Board about collaboration with other schools or institutions. To organise teaching teams.

DEPARTMENT OF EDUCATION, LINGÜISTIC POLICY AND CULTURE Head teacher She or he is appointed as a result of a) a selection process, b) an agreement among the teaching staff, c) a compulsory appointment.  To lead and coordinate all the school activities.  To be a pedagogical leader.  To ensure that legislation is complied.  To act as a chief of the staff.  To foster living together.  To foster community involvement.  To promote evaluation. She or he does not have empowerment on selecting school staff.
