Victims Of Crime Act (VOCA, 1984) VOCA created a fund – using criminal fees and penalties – that is distributed to each state every year Each state uses this funding to pay for victim assistance programs and victim compensation programs Under VCP, victims are reimbursed for state-qualified crime- related expenses that aren't covered by other resources (private insurance, Medicare, etc.) See 42 U.S.C. §10601
