3 LOOKING BACK The role of foreign states in setting the stage for conflict in Sudan In conflict-affected states the authority and power of foreign governments is an essential factor for opening and closing the doors for companies. In Sudan, both the corporate behavior of market – driven oil companies, Western oil companies and their parastatal counterparts from Asia were guided by the position and influence of states towards their operations. South Sudan:  Significant mineral resources in South Sudan (gold, copper, diamonds, limestone)  South Sudan Government promotes investment in exploration and mining sites since 2005  International partners pay little attention to develop a vision on the role of mining in (local) development Cordaid report 2016: Mining in South Sudan: opportunities and risks for local communities Afghanistan:  Estimated value underground resources $1 trillion-$3 trillion  The Tokyo Declaration (2012) defined the Partnership for Self-Reliance in Afghanistan, from Transition to Transformation.  Underground resources are expected to be the basis for self-reliance Another resource curse leading to conflict and violence? Are communities’ and the populations’ interests put at the front? Ask to EU and Member States:  Promote the development of a long term strategy for capitalizing on oil, gas, metal and minerals for (local) sustainable development  Accept NO from the communities if exploitation is doing more harm than good

5 BUSINESS FOR DEVELOPMENT IN (POST) CONFLICT AREAS AMSTERDAM 11 05 2016 EU ROADMAP CONFERENCE ON BUSINESS AND HUMAN RIGHTS How to engage business in peacebuilding and statebuilding in (post) conflict areas? The New Deal for Engagement in Fragile States (Busan 2011) The New Deal is a key agreement between fragile and conflict-affected states, development partners, and civil society to improve the current development policy and practice in fragile and conflict-affected states. Cordaid is the proud host of the Civil Society Platform for Peacebuilding and Statebuilding (CSPPS). CSPPS is a South-North non-governmental coalition of peacebuilding organizations that coordinates and supports civil society participation in the International Dialogue on Peacebuilding and Statebuilding (IDPS). Since 2011 CSPPS has engaged in shaping the IDPS process and in-country implementation of the New Deal for Engagement in Fragile States. Ask to EU and Member States:  Promote the full integration of the UNGP for BHR in the New Deal Framework  Promote meaningful community participation in the full project life cycle of Oil, Gas and Mining projects, especially in conflict prone areas  Ask what will be left for communities and society when sites will be closed
